一、招标条件
normal style='text-indent:24.0pt;line-height:20.0pt'>受中水电四局盾构工程公司杭州城际铁路项目部（以下简称“招标人”）委托，中水电四局武汉轨道交通工程有限公司（以下简称“招标机构”）以公开招标方式采购盾构施工用水玻璃，本次采购材料的使用人是盾构工程公司杭州城际铁路项目部，采购材料计划使用项目自有资金用于本次招标后所签订合同的支付。
二、项目概况、招标范围

normal style='text-indent:24.0pt;line-height:20.0pt'>杭州至临安城际铁路工程南湖新城站-老余杭镇站,区间隧道出南湖新城站东端头井后沿杭瑞高速（S102省道）北侧绿地往东北方向走行，后接入老余杭镇站。本标段区间均采用盾构法施工，全长约4836.182m,分4台盾构机自老余杭镇站和南湖新城站对向始发至中间风井吊出。区间隧道所处地层主要为：粉质黏土粉质黏土层、全风化泥质粉砂岩层、强风化泥质粉砂岩层、中风化泥质粉砂岩。盾构施工工期：为2019年1月2日至2019年6月30日贯通。

normal style='text-indent:24.0pt;line-height:20.0pt'>采购数量：见招标范围列表。以上数量为暂定量，实际量根据工程实际施工需求量为准,若因投资计划、设计变更等原因，使与招标材料实际供货数量与招标数量发生较大偏差时，投标人应予接受，并不得以此作为调价和索赔依据。
normal style='text-indent:24.0pt;line-height:20.0pt'>4、交货时间2019年03月1日开始，实际到货时间以招标人下达的供货计划为准，分批交货。
normal style='text-indent:24.0pt;line-height:20.0pt'>5、交货地点：水电四局盾构工程公司杭州城际铁路项目老余杭镇站及南华新城站施工现场。确切地点由招标人派工程代表现场指定。
normal style='text-indent:24.0pt;line-height:20.0pt'>6、质量要求：
normal style='text-indent:24.0pt;line-height:20.0pt'>6.1符合GB/T 4209-2008技术标准。产品符合国家标准。招标人接货后抽检复查，如有异议立即通知投标人，经双方共同认可的检验机构进行重新检验。复检合格其一切费用由招标人承担；复检不合格除退回不合格品外，其所发生一切费用均由投标人承担。
normal style='text-indent:24.0pt;line-height:20.0pt'>6.2 本合同项下的所有货物均应符合设计规范以及图纸的要求。
normal style='text-indent:24.0pt;line-height:20.0pt'>6.3 投标人的产品应符合国家有关环保法律法规的规定以及招标人 ISO14000 环境体系要求，不能对施工环境造成污染；同时，该货物还应该符合招标人OHSMS18000 职业安全健康管理体系标准的要求，不能对接触货物的有关人员及竣工后的使用人员的健康造成危害。
normal style='text-indent:24.0pt;line-height:20.0pt'>6.4 供方保证所供材料或产品必须严格遵守国家和行业标准中的强制性规定。遇有矛盾时，按国家和行业标准的强制性规定进行。
normal style='text-indent:24.0pt;line-height:20.0pt'>6.5 水玻璃生产厂家要求:由各投标人自行在工程所在地或附近咨询与了解。
三、投标人资格要求
normal style='text-indent:24.0pt;line-height:20.0pt'>投标人必须满足以下全部资格要求：
normal style='margin-left:0cm;text-indent:24.0pt;line-height:20.0pt'>1、投标人为生产厂家的，必须是在中国境内企业法人，注册资本500万及以上，生产能力1000吨/年及以上，具有有效期内的ISO9001质量管理体系认证证书，环境认证体系、职业健康安全认证体系，产品取得生产许可证，出厂检验合格证书或检验的报告。
normal style='margin-left:0cm;text-indent:24.0pt;line-height:20.0pt'>2、投标人为代理商的，必须是在中国境内注册的企业法人，注册资本要求100万元及以上，必须具有生产厂家针对本项目的授权代理书，且其代理的生产厂家须满足1条生产厂家资格条件的要求。
normal style='text-indent:24.0pt;line-height:20.0pt'>3、投标人应具有盾构施工工程类似供货业绩（附合同扫描件或中标通知书），应具有水玻璃供应的专业人员及组织货源的能力、经验和运输保障能力。
normal style='text-indent:24.0pt;line-height:20.0pt'>4、投标人财务状况良好，近三年没有处于被责令停业，财产被接管、冻结、破产状态。
normal style='text-indent:24.0pt;line-height:20.0pt'>5、本次招标不接受联合体投标。
normal style='text-indent:24.0pt;line-height:20.0pt'>6、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。
四、招标文件的获取
normal style='text-indent:24.0pt;line-height:150%'>1、凡满足本公告规定的投标人资格要求并有意参加投标者，请于2019年02月14日下午17:00前（北京时间）在中国电建集中采购电子平台（http://ec3.powerchina.cn）免费注册、在线报名并上传下列资料：
normal style='text-indent:24.0pt;line-height:150%'>提供购买招标文件经办人身份证和法定代表人签发的针对本招标项目购买招标文件授权委托书或介绍信（加盖公章）扫描件（合并文件上传）。
normal style='text-indent:24.0pt;line-height:150%'>2、已注册、报名、上传合格资料的，请在上述时间内在中国电建集中采购电子平台（http://ec3.powerchina.cn）下载招标文件。需要纸质版招标文件的，请在上述时间内（法定公休日、法定节假日除外），每日上午09:00时至11:00时，下午14:00时至16:00时（北京时间）,到浙江省杭州市余杭工业城城东路1号杭州萧宏建设环境集团有限公司老余杭镇地铁站（浙江金盾电器有限公司旁）中水四局盾构公司杭临项目部二楼会议室持购买招标文件经办人身份证原件领取。

五、投标文件的递交
normal style='text-indent:24.0pt;line-height:20.0pt'>1、投标文件递交的截止时间（投标截止时间，下同）为2019年02月22日10时00分（北京时间），投标文件递交地点为浙江省杭州市余杭工业城城东路1号杭州萧宏建设环境集团有限公司老余杭镇地铁站（浙江金盾电器有限公司旁）中水四局盾构公司杭临项目部二楼会议室。
normal style='text-indent:24.0pt;line-height:150%'>2、逾期送达的或者未送达指定地点的投标文件，招标人不予受理。
normal style='text-indent:24.0pt;line-height:150%'>3、投标截止时间及递交地点如有变动，招标人将及时以书面形式通知所有已购买招标文件的潜在投标人。
normal style='text-indent:24.0pt;line-height:150%'>4、递交投标文件前须在中电建集中采购电子平台通过招标人或股份公司合格供应商审查（无审查费用），成为招标人或股份公司合格供应商后方能进行投标文件递交和开标。未办妥成为合格供应商造成无法递交和开标的，责任自负。
六、评标办法
normal style='text-indent:24.0pt;line-height:20.0pt'>采用综合评估法。
normal style='text-indent:24.0pt;line-height:20.0pt'>综合评估法遵循的原则：采用有限数量制。
normal style='text-indent:24.0pt;line-height:20.0pt'>1、当投标人数量等于或少于5家时，对所有投标人递交的投标文件进行评审。
normal style='text-indent:24.0pt;line-height:20.0pt'>2、当投标人数量多于5家时，首先按投标报价从低到高进行排序，选取从低到高的前5家的投标文件进行评审；若有“否决投标”的，按以上原则补足5家。
normal style='text-indent:24.0pt;line-height:20.0pt'>3、未进入评审环节的其它投标文件，不再进行推荐。
七、发布公告的媒介
