normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1、项目概况：中电建建筑集团有限公司本次钢筋集中采购项目，除有特殊情况外，公司下属单位在 北京 片区2020年12月31日前工程建设项目所需的钢筋，将直接在入围供应商中进行选择，不再另行单独招标。采购单位将根据项目实际情况及谈判结果选择与入围供应商签订采购合同。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1.1投标人必须是在中国境内注册的企业法人，企业成立在三年以上，其代理的产品应取得第三方产品检验检测机构出具的证书或检验报告；且代理的产品在“我的钢铁网”中能够找到相应的价格。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1.2投标人应具有类似工程供货业绩，在近三年内的同类物资供货合同不少于5个，且签订单项合同金额均在1000万元以上（附合同扫描件）；应具有供货的专业人员和组织货源的能力和经验。近三年每年的营业收入不低于5000万元人民币以上。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1.3投标人具有良好的银行资信和商业信誉。近三年没有处于被责令停业，财产被接管、冻结、破产状态。有近三年经第三方审计的财务报表，资产负债结构合理，具备一定的盈利能力；企业的现金流量正常，资金周转不存在困难。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >1.4投标人无采取非法手段谋取不正当利益的违法、违纪不良记录；近三年内参加招投标活动中，投标人无不良记录。

采用综合评估法。

1、当投标人数量等于或少于8家时，对所有投标人递交的投标文件进行评审。

2、当投标人数量多于8家时，首先按投标报价进行排序，从低到高选取；若有“否决投标”的，按以上原则补足8家。

3、未进入评审环节的其它投标文件，不再进行评审。
