normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>本招标项目庆盛科创教育核心区工程起步区EPC部分市政工程项目已由广州南沙开发区发展和改革局以穗南发改项目[2018]202号文批准建设，项目业主为广州市南沙新区产业园区开发建设管理局，建设资金来自财政资金，出资比例为100%，招标人为广州市南沙新区产业园区开发建设管理局。项目已具备招标条件，现对上述项目的市政工程全过程设计咨询进行公开招标。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;tab-stops:375.65pt'>2.2.2招标内容：按照《关于开展工程建设设计咨询试点工作的通知》（穗建技[1999]313号）的指导精神，国家、行业和地方有关工程建设的法规、政策、规定、设计技术规范、规程、标准等及经上级主管部门批准的项目建议书（如果有）、项目可行性研究报告、相关技术文件及有关项目的评估报告、评审报告及其它审批意见等其它依据对标段范围内建设过程中全部工程（含专业工程）、设计过程（包含规划设计阶段、方案设计阶段、初步设计阶段、施工图设计阶段、施工过程设计变更阶段）等各设计阶段提供全过程的设计咨询服务，并以驻场服务的形式全面配合业主进行设计管理工作，对施工过程中所遇技术问题给出专业意见。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;tab-stops:375.65pt'>(1) 协助委托人对各子项工程设计各阶段的限额设计管理，做好投资控制，并对设计概算、设计预算和变更造价提出咨询意见或建议；协助委托人制定工程建设计划；

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;tab-stops:375.65pt'>(2)勘察前提出技术要求，对勘察报告进行审查：岩土勘察文件提供的设计参数是否详细、准确、合理，基础方案是否经济合理、可行，其结论与建议是否存在安全隐患；对勘察成果进行审查，工程勘察成果报告是否达到相关规范的深度及是否满足设计要求；

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;tab-stops:375.65pt'> (3)评审可行性研究报告、设计方案，对可行性研究报告、设计方案在技术、工程和经济上是否可行进行全面分析、论证，提出优化建议；关键工程或工序应提出新工艺新技术和优化设计要求并提供相关指导意见；对重大设备、材料品牌、价格和技术参数提出具体意见；

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;tab-stops:375.65pt'>(6)评审结构体系，复核结构设计计算；对不安全隐患或保守浪费提出修改意见；

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;tab-stops:375.65pt'>(7)检查设计文件的深度、质量、进度是否达到国家规范和合同要求，满足工程建设需求，或不切合本地实际，故意提高设计标准等，提出改进建议；

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;tab-stops:375.65pt'>（9）对工程项目的设计、施工技术交底，针对关键工序、新的工艺、技术难题等提出有效的解决方案和建议；

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;tab-stops:375.65pt'>（14）对设计文件中违反国家有关法律、法规、政策和强制性技术标准等问题提出修改建议；

3. 投标人资格要求
