项目概况：曹妃甸6-4油田包括依托南堡35-2油田，新建一座8腿带井口的中心平台（44个井槽、8个单筒双井，可钻52口井；80人生活楼），新铺设1条8"由CFD6-4CEPA至NB35-2CEP的12.5公里双层保温输油海管，1条12.5公里的复合海底电缆，井流物在中心平台处理成合格原油后经新建海底管线输送至南堡35-2油田CEP平台，并与南堡35-2油田CEP平台的合格原油一起输送至“世纪号”FPSO储存和外输。分离出来的生产水和水源井水在CEPA平台处理合格后直接回注地层。CEPA平台设2台10000kW主电站，通过海底复合电缆与NB35-2CEP平台电力组网。

2.资格标准：
★ 投标人所提供的关断阀和开关阀阀体及执行机构应为制造厂家的成熟产品，买方不接受新试制产品。在投标截止日前十年内，投标人所投产品（阀门和执行机构需配套）应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）。对于气动关断阀，每个项目应有数量不低于35台阀门和执行机构配套的应用业绩。上述文件中如未包含关断阀和开关阀所在设施的名称及使用方信息，投标人应提供有效说明文件。投标人所提供业绩的产品型式应与本次招标的产品型式相同。
★ 对于气动关断阀，投标人所投产品的业绩中如未包含12寸1500磅阀门及执行机构配套的应用业绩，则投标人需另提供一个不低于12寸1500磅阀门及执行机构配套的应用业绩，并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）。
上述文件中如未包含气动关断阀所在设施的名称及使用方信息，投标人应提供有效说明文件。投标人所提供业绩的产品型式应与本次招标的产品型式相同。
★关断阀和放空阀及执行机构需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, LIoyd’s, DNV,CCS，BV）对关断阀和放空阀整体进行检验并获得检验证书。
★固定式关断阀阀体的设计必须至少满足API 6D和ASME B16.34的要求，浮动式关断阀阀体的设计必须至少满足ASME B16.34的要求。厂家应提供在有效期内ISO 9000-2000证书。阀门的防火设计应满足API 607或API 6FA，同时应取得第三方防火型式认证证书。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2019年8月14日开始至2019年8月21日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

Overview:
CFD6-4 oilfield has proved 55.52 million cubic meters of petroleum geologicalreserves and 74.47 million cubic meters of tertiary petroleum geologicalreserves. Its development plan adopts the development strategy of overalldeployment, step-by-step implementation, relying on existing facilities inNB35-2 oilfield and QHD32-6 oilfield to give priority to the development ofhigh-quality reserves in well 1 and 2. The development plan uses petroleumgeological reserves of 34.586 million square meters, of which34.305 millionsquare meters are proved petroleum geological reserves, 281million squaremeters are controlled petroleum geological reserves, 42development wells (30oil wells, 12 water injection wells) are deployed and put into operation onOctober 31, 2019. The peak annual oil production is 878.6million square meters.The evaluation parameters of 2017 are adopted and the economic year is economicyear. By 2037, the economic recoverable reserves were8.24 million squaremeters.

2. Qualification Requirements
★Thevalve and actuator of shutdown valve and On-off valve provided by VENDOR shallbe the mature products of the manufacturers. The newly trial products is unacceptable.Since in recent 10 years to the bid deadline, the valve and actuator ofshutdown and blowdown valves that VENDOR supplied should hA/Ve at least twoprojects had successful applications in offshore platform or FPSO for two years( From the date of acceptance of delivery or the certificate issued by USER).For pneumatics SDV, each project should hA/Ve not less than 35 sets valves andactuators application performance. The VENDOR shall provide the correspondingdocuments (written material refers to: contract and the commissioningacceptance documents or contract and the effective proof certificate issued bythe operator). If the above documents do not contain the name of the facilitywhere shutdown valve and On-off valve is located and the information of theuser, the VENDOR shall provide a valid document. The product type of theperformance provided by the VENDOR shall be the same as the product type of thetender.
★Forpneumatics SDV, if the VENDOR’s product performances don’t include theapplication performance of 12” ANSI 1500# of valve and actuator, the VENDORshould provide an additional application performance of not less than 12”ANSI 1500# of valve and actuator. The VENDOR shall provide the correspondingdocuments (written material refers to: contract and the commissioningacceptance documents or contract and the effective proof certificate issued bythe operator). If the above documents do not contain the name of the facilitywhere shutdown valve is located and the information of the user, the VENDORshall provide a valid document. The product type of the performance provided bythe VENDOR shall be the same as the product type of the tender.
★Thevalve and actuator of shutdown and blowdown valves shall be designed,manufactured, certified and tested in accordance with the requirements ofSafety Rules for Offshore Fixed Platform Issued by State Economic & TradeCommission. Supplier shall at his own cost arrange inspection and obtaininspection compliance certificate of The shutdown and blowdown valves from oneof the certifying agencies authorized by COOOSO, which are ABS, LIoyd's,DNV,CCS，BV.
★Thetrunnion ball valves shall as a minimum meet the requirements of API 6D andASME B16.34,the floating ball valves shall as a minimum meet the requirementsof ASME B16.34.the manufacturer should provide 9000-2000 ISO certificate withinthe validity period，the firesafe design of valves shouldmeet API 607 or API 6FA,at the same time to obtain fire type certificate of thethird party.
3.
