3、 投标申请人资质等级及业绩要求：投标人须为独立企业法人；国内投标人须具有建设行政主管部门颁发的X施工总承包一级（含一级）以上资质；X施XX建筑面积3Xm2以上，以合同为准或四方竣工单上标明为准）；具有良好的银行资信和商业信誉，没有处于被责令停业，财产被接管、冻结或破产状态。其他具体要求详见招标文件。
4、 投标申请人项目经理资质：如为国内投标人，其项目经理应为国家一级注册建造X专业）。申请人应作为项目X施X并提供相应证明文件。
5、 本项目不接受联合体投标。
6、 有兴趣的投标人可以自X年3月3日至X年3月X日每天（节假日除外）9X时至X：X，X：X至X：X时（北京时间）购买招标文件。招标文件（不含图纸）每套售价为人民币XX或X欧X，售后不退。如需邮寄，可以书面X，并另加邮费每套XX或X欧X，招标人在收到邮购款当日内，以X不租借图纸。提供施工图电子版。另外，报名购买X确认相关手续。

1. The Government of the People’s Republic of China has applied for financing from the German Promotion Loan through KfW Bank toward the cost of Construction Project of In-patient Building of Internal Medicine of Ziyang People’s Hospital. The Borrower intends to apply a portion of the funds to eligible payments under the Civil Engineering contract; once all the payments covered by German Promotional Loan are finished, the remaining payments shall be made through Tenderee’s self-raised funds. In line with the KfW procurement guidelines, all eligible bidders may submit a bid.
2. CITIC International Tendering Co., Ltd. (the Tendering Agent) has been authorized by Ziyang People’s Hospital (the Employer) to invite the sealed bids from eligible bidders for the delivery of construction, completion and defects remedy of the following civil works. The tender will apply International competitive bidding (ICB) procurement procedure.

Project construction scale: X,X.X square meters The scope of this tendering includes all contents of construction drawings and bill of quantities (except the provisional valuation of central air conditioners). The content and quantity of detailed engineering are subject to the drawings and bill of quantities (except the provisional valuation of central air conditioners) attached as specified in the bidding document. |
3. Qualification level and performance requirement of bidder: The bidder must be an independent legal entity; the domestic bidder shall be equipped with the General Contract Certification of Grade I (inclusive) or above for Housing Construction Engineering Works issued by corresponding construction administrative authority; the bidder must hA/Ve completed at least one (1) project of general contract for hospital construction (the building area of unit construction shall be no less than X,X m2; the exact area is subject to the area indicated in contract or in completion certificate signed by four parties); the bidder must hA/Ve good bank credit and business reputation, whose property is not in receivership, freezing or bankruptcy status.
4. Qualification level of project manager: The project manager of domestic bidder for this tendering project must possess the certificate of First-Class National Registered Constructor (Major in construction engineering). The project manager must hA/Ve completed at least one (1) general contract project for general hospital construction; relevant documentary evidences shall be provided.
5. Bids submitted by a joint venture shall not be acceptable.
6. A complete set of Bidding documents (excluding drawings) can be purchased by interested bidder upon paying a non-refundable fee of RMBX or EURX from March 3rd, X to March Xth, X daily (except holidays) between XX-XX a.m. and 1X-4X p.m. (Beijing time) . If needed, the bidder could submit a written application to CITIC International Tendering Co., Ltd. to arrange the delivery of Bidding documents by paying an additional postage fee of RMBX or EURX. The Tendering Agent will dispatch the above-mentioned documents by courier in the same day upon receipt of the postage fee. Ziyang People’s Hospital will not lend the drawings and will offer electronic version of construction drawings.
