招标目的

1.1.1 为了获得工程勘察设计方案，

招标人以公开招标方式，在给定任务书、统一收费标准、投标人满足投标资格的前提下，通过评标委员会的评审推荐，确定

最佳勘察设计方案及其勘察设计承包人。

1.2.8 招标内容：

（1）勘察服务范围：包括但不限于详细勘察（包括岩土工程勘察）和超前钻工作，以及对应方案设计、初步设计、施工图设计、施工等各阶段的勘察要求；配合使用单位前期（包含但不限于前期勘察）成果验收及交接。

（2）设计服务范围：

包括但不限于方案设计、修建性详细规划（总平面规划）设计、管线综合规划设计、基坑支护设计、初步设计、竣工图审查、施工图设计阶段的建筑、结构、电气（含永久用电、防雷）、给水（含永久用水）、排水、通风空调、消防、垂直交通、智能化、装饰装修、园林绿化、建筑节能、绿色建筑、燃气、通信等专业设计、深化设计，设计内容以经批准的可行性研究报告中所列的有关设计内容为准

，施工阶段的设计变更，以及下列服务工作：

）造价文件编制服务：按照限额设计要求，完成本项目招标范围内工程投资方案设计估算、初步设计概算等造价文件的编制及相关配合报审工作，还包括各阶段方案比选、技术选型比选的投资分析、施工阶段的设计变更造价变化分析、协助竣工图审核等。造价文件的编制必须满足国家、省、市的造价编制有关规定及招标人的管理办法。

）技术配合工作：招标人后续各类设计评审汇报、招标工作配合、施工配合、现场服务、竣工验收及概算清理、专题研究、土地利用及附属资源综合开发等；配合设计审查（设计方案审查、初步设计审查和施工图设计审查），提交的设计文件及有关技术资料必须满足审批要求，达到国家现行相关规范、规程和技术标准；审查施工组织方案。

报建工作：代理发包人向政府有关主管部门办理规划、人防、消防、航空限高、环境保护、卫生防疫等专业的报建和验收手续及相关协调工作，承包人应根据报建和验收主管部门的意见对有关申报资料进行修改和补充，发包人配合承包人完善有关资料；报建和验收手续所需的书面文件和电子文件由承包单位自行负责，并应根据报建和验收主管部门的意见对有关申报资料进行修改和补充，发包人配合承包人完善有关资料。

）设计配合工作包括临水（临时外水）、临电（临时外电）、施工总平面等设计工作，并负责配合完成本设计范围的二次设计；

）现场服务，施工配合（含派设计代表驻现场），向监理人员书面技术交底；

）用于材料、设备、施工等招标内容的技术文件编制；

7

）协助提供工程实体质量监督抽测及监测等咨询工作的招标要求（包括技术要求）等；

）按用户需求提交项目设计模型、演示动画、特殊规格展示图纸等；

9

）项目各阶段的设计深度需达到住建部《建设工程设计文件编制深度规定（2016年版）》的有关规定。

各阶段设计文件深度要求必须满足《建筑工程设计文件编制深度规定》的要求，各专业还应该满足各专业工程设计文件编制深度规范或规定的要求。

投标资格

1.4.1 申请人与招标人过去3年内无合同履约纠纷，没有不得参加投标的情形。

（1）工程勘察资质：工程勘察综合甲级，或岩土工程勘察乙级或以上资质。

（2）工程设计资质：工程设计综合甲级资质，或工程设计（建筑行业）乙级或以上资质，或建筑行业（建筑工程）专业设计乙级或以上资质，或建筑设计事务所资质。

1.4.3 外国或香港、澳门、台湾的设计企业必须选择一家符合上述条件的企业进行合作设计。

normal align=left style='margin-left:35.9pt;text-align:left;text-indent:-35.9pt;mso-char-indent-count:-3.42'>1.7.1 工程勘察费最高投标限价为105万元（勘察全费用综合单价最高投标限价为150元/米,勘察全费用综合单价包括但不限于详勘、超前钻、剪切波速试验、抽水试验、设备人员进退场、水电、人员交通住宿、安全文明等工作）。结算单价按合同中标单价（应不超过招标时公布的各单项限价（如果有）或以经建设主管部门审定的工程概（预）算中相应的勘察费的各项目综合单价），工程量按在合同实施期间实际完成的经甲方确认的合格工作量结算。勘察费最终结算价不得超过最高投标限价的110%。

normal align=left style='margin-left:35.9pt;text-align:left;text-indent:-35.9pt;mso-char-indent-count:-3.42;line-height:115%'>1.7.2 根据《关于进一步放开建设项目专业服务价格的通知（发改价格〔2015〕299号）》工程勘察设计收费实行市场调节价。财政投资项目应实行限额设计，初步设计的建设内容和建设标准不得超过可行性研究报告批复的范围，编制初步设计概算不得超过经批准的可行性研究报告总投资。政府固定资产投资应当坚持估算控制概算，概算控制预算，预算控制决算的原则。初步设计及概算经发包人和使用单位确认，并通过省有关主管审批部门批准后，承包人应及时组织施工图设计文件的编制及报审工作。发包人有权组织专家或第三方审查单位对全过程的设计成果进行审查，承包人应积极配合。

normal align=left style='margin-left:35.4pt;text-align:left;text-indent:-35.4pt;mso-char-indent-count:-3.37'>1.7.4 土工程勘探费用，按照承发包双方确认的实际合格工程量（投标时暂由投标人自行估算工程量）乘以合同中标综合包干单价结算，该单价为完成本合同约定的所有勘察工作内容及要求的全部费用，包括收集已有资料、现场踏勘和测量、制定勘察纲要，进行测绘、勘探、取样、试验、测试、检测、监测等勘察作业，编制工程勘察文件和岩土工程设计文件、就岩土工程向施工单位作出技术说明、解决设计或施工中的工程勘察技术问题，参加工程测量交桩、水文地质交底、岩土工程验槽、购买有关资料、勘察文件的修改、实施勘察过程中发生的相关工作（包括障碍物拆除、开挖、地下管线的修复等）、勘察过程中发生的用材以及加工、勘察作业机具的进退场及现场搬运等服务，以及综合考虑不同自然条件下、不同作业内容、不同复杂程度及高温勘察等一切因素下的勘探作业的等全部费用。岩土工程勘探费用最高投标限价为150元/米，由投标单位自行报价，最终结算以省财政投资审核部门或有权部门审定金额为准。另勘探布孔图及钻孔进深应满足设计提出的技术要求，并报发包方核准。初勘测未完成的，不得进行详勘。

normal align=left style='margin-left:36.75pt;text-align:left;text-indent:-36.75pt;mso-char-indent-count:-3.5'>1.8.1 投资控制目标：在保证设计质量的前提下，全过程实行限额设计,要求初步设计概算等于或小于批复的可研估算，施工最高投标限价(或施工图预算)等于或小于批复概算的建安工程费。在包含完整批复初步设计概算全部建设内容的前提下，必须按照政府主管部门确定的投资额度和要求严格控制，实行投资控制，严格控制初步设计和施工图设计的变更，确保工程概、预算不突破投资目标。
