normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >集团公司信息中心在宜昌区域的数据中心机房位于西坝办公楼26楼，始建于1998年，主要用于满足集团公司宜昌区域IT基础设施的部署；因其完建后未对物理基础环境进行大的升级改造，存在空调系统运行较不稳定、供电系统负载饱和、物理空间不足等问题，已不能满足集团公司宜昌区域信息化服务能力提升的需求。信息中心于2019年启动宜昌区域数据中心搬迁至三峡大数据基地相关工作，一期项目主要内容为采购相关基础设施，沿用已有技术架构进行部署，完成已有应用的迁移。
三峡大数据基地已具备部署本项目所采购及搬迁设备的物理条件。

（2）迁移实施

line-height:150%;" >所采购设备将在三峡大数据基地（三峡坝区）投用，与已有数据中心（西坝办公楼26楼）的距离约40公里。迁移实施工作包括：

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >3.1 本次招标要求投标人须具备以下资质条件、人员要求和业绩要求，并具有实施本项目相应的能力：
normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >（1）资质条件：具有独立法人资格，注册资金人民币1000万元及以上；
normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >（2）人员要求：项目经理须提供2019年5月以来至少三个月投标人为其缴纳的社保证明，须具备负责数据中心迁移的项目经历；现场实施工程师须具备所投标网络交换机和存储设备原厂认证证书、Oracle OCP及Vmware VCAP认证证书（以上证书可由不同的现场实施工程师分别持有）；
normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >（3）业绩要求：投标人近3年（2016年1月1日以来）具备数据中心IT基础设施系统集成的项目业绩，且单个合同金额不小于500万元（须提供合同证明文件）。

normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >3.3 投标人不能作为其他投标人的分包人同时参加投标；单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标。
normal style="text-indent:24.0000pt;mso-char-indent-count:2.0000;line-height:150%;" >3.4本次招标接受代理商（或集成商）的投标。如代理商所投产品（服务器、存储设备、网络交换机）涉及多个原厂商，须获得每个原厂商针对本项目的授权和服务承诺函；如代理商所投产品（服务器、存储设备、网络交换机）为同一原厂商，须获得该原厂商针对本项目的唯一授权和服务承诺函。
