normal align=left style='text-align:left;line-height:25.0pt;mso-line-height-rule:exaly;layout-grid-mode:char'>2.1项目概况：本期工程是在惠州LNG电厂现有一期3×390MW (F级)的基础上，扩建三套460MW F级改进型、高效一拖一双轴热电联产燃气蒸汽联合循环机组。每套联合循环机组包括一(1)台低NOx 燃气轮机(以下简称燃机)、一(1)台燃机发电机、一(1)台蒸汽轮机(以下简称汽机)、一(1)台汽机发电机、一(1)台余热及其相关的辅助设备。预计#4、#5、#6机组分别于2017年12月、2018年3月和2018年6月分别投产。

normal align=left style='text-align:left;line-height:25.0pt;mso-line-height-rule:exaly;layout-grid-mode:char'>提供3×460MW（F级）燃气蒸汽联合循环热电联产机组全过程基建档案技术咨询、收集、整理、数字化服务。具体服务内容包括：工程建设期间的基建档案咨询服务工作；工程基建过程中科技档案、声像档案、实体档案、电子档案及其他载体档案整理归档工作；基建档案的数字化扫描、归档工作；工程竣工档案验收工作；基建档案的达标投产迎检和咨询指导工作。其中全过程涵盖：工程基建过程中科技档案前期文件、招投标、合同、设备资料整编归档、施工图、竣工图整编归档；施工、监理单位移交的竣工资料检查审核；工程档案归档的咨询和策划，编制工程档案归档的实施细则，工程档案管理的组织、协调、指导、验收，工程档案整理中的立卷、归档、分类和整理、扫描等本合同中所约定标准的一系列工作，并提供工程档案达标投产、金册奖支持性材料，配合机组达标投产、金册奖检查并对检查问题进行整改。具体内容详见本招标文件第二卷《商务条件》和第三卷《技术规范书》。

normal style='margin-right:10.5pt;line-height:150%;tab-stops:36.75pt'>（1）投标人应是响应招标、参加投标竞争的中华人民共和国境内的企业法人或境外企业在中国境内的合法机构，并有独立订立合同的权力。
（2）投标人具有履行合同所必需的人员、设备，投标人应配备稳定的驻场人员及相关的高速扫描仪、条码打印机、存储等专业设备。投标选用设备应符合国家标准和规范。

normal style='margin-right:10.5pt;line-height:150%;tab-stops:36.75pt'>（3）投标人必须具有档案中介服务机构备案资格，营业执照注明的经营范围必须包含技术咨询或档案管理、咨询服务内容，其拟派人员必须具有档案管理相关资质证书、从业经历简介。

normal style='margin-right:10.5pt;line-height:150%;tab-stops:36.75pt'>（4） 投标人应具有良好的银行资信和商业信誉，没有处于被责令停业或破产状态，且资产未被重组、接管和冻结；投标人应是在法律上和财务上独立，合法运作并独立于招标方的；投标人没有直接或间接地与招标方雇用或曾经雇用过的，为本次招标编制技术规范和其他文件或提供咨询服务的公司包括其附属机构有关联；法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，不得在同一货物招标中同时投标；与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标。
（5） 本次招标不接受联合体形式投标。

normal style='margin-left:0pt;text-indent:0pt;mso-list:l6 level1 lfo6'>（1）投标人近10年（从2007年4月至2017年4月）必须具有至少2个电厂项目档案管理、咨询服务业绩（须提供服务合同、签字页、服务范围页扫描件），拟派项目负责人必须有2个及以上电厂项目档案管理、咨询服务业绩。如发现有失实情况，招标人有权拒绝该投标。
