normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%'>本 佛山供电局2017年中低压配电网自动化及通信专项项目（通信部分）施工框架招标已由广东电网有限责任公司佛山供电局以佛山供电局关于下达2017年固定资产投资计划的通知（佛供电计〔2017〕21号）批准建设，项目建设单位为广东电网有限责任公司佛山供电局，建设资金为自有资金及银行贷款，招标人为广东电网有限责任公司佛山供电局。项目已具备招标条件，现对该项目的施工进行公开招标。

nEstyle='mso-bidi-font-size:10.5pt;line-height:150%;mso-hansi-font-family:宋体'>2.4招标范围：施工图纸范围内的通信线路、光缆敷设安装及调试工程，参与施工图设计评审并认真负责地提出评审意见和建议，参与最高限价审核，配合完成营配一体化信息资料测录，负责办理相关施工许可手续，配合招标人完成青苗赔偿洽谈工作。全面开展标准建设工作。（具体内容详见招标文件）。

normal style='line-height:150%'>2.5标段划分：本次招标分为 1 个标段。（具体标段划分及标段名称详见附表5）。

normal style='line-height:150%;tab-stops:106.35pt'>3. 投标人资格要求

normal style='line-height:150%;mso-pagination:widow-orphan'>3.1具有独立法人资格，持有合法有效的企业法人营业执照；建设行政主管部门颁发的安全生产许可证且在有效期内。

3.2资质要求：具备通信工程施工总承包叁级及以上资质；

normal style='line-height:150%;mso-pagination:widow-orphan'>3.3具备《承装（修、试）电力设施许可证》：同时具备承装类和承修类五级及以上许可。

normal style='line-height:150%;mso-pagination:widow-orphan'>3.4财务要求：无要求。

normal style='line-height:150%;mso-pagination:widow-orphan'>3.7项目经理（项目负责人）的要求：已在投标单位合法注册且持有执业有效的通信与广电工程专业建造师证。

normal style='line-height:150%;mso-pagination:widow-orphan'>3.8资信要求：在工程所在地政府及中国南方电网有限责任公司、广东电网有限责任公司无处于限制投标资格的处罚。

normal style='line-height:150%'>3.9 不接受联合体投标 。

normal style='line-height:150%'>3.10 其他：

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%'>已在广州公共资源交易中心办理投标IC卡。投标单位应在南方电网公司阳光电子商务平台（www.bidding.csg.cn）上办理完成供应商登记备案。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%'>若投标人（包括投标人的委托人、代理人或与投标人有销售、劳务或服务等关系的其他主体）在参加南方电网公司系统的招投标活动或经济往来等过程中曾经存在违法事件的，自南方电网公司发文公布违法事件之日起，在规定时间内不接受该投标人参与公司的招投标活动，具体时间按《中国南方电网有限责任公司供应商行贿行为信息记录及处置办法》的相关规定执行。

normal style='line-height:150%;tab-stops:18.0pt'>4.1 凡有意参加投标者，请于2017 年 6 月 15 日至2017 年 6 月 21 日，每日上午9:30 时至11:30 时，下午14:00 时至16:00时（北京时间，下同），在广州公共资源交易中心（广州市天河区天润路333号）一楼报名窗口购买招标文件。【注：具体办事窗口在广州公共资源交易网（http：//www.gzggzy.cn）“服务指南→交易活动安排”处查询】。

normal style='line-height:150%;mso-pagination:widow-orphan;tab-stops:11.0pt'>（2）企业营业执照、资质证明、承装（修、试）电力设施许可证、安全生产许可证、注册建造师证件及相关资料复印件。

normal style='line-height:150%;mso-pagination:widow-orphan;tab-stops:11.0pt'>注：如投多标段上述材料只需递交一份（如各标段项目负责人不同时，项目负责人的资格材料按标段递交），复印件加盖公章，并提供原件备查。

normal style='line-height:150%;mso-pagination:widow-orphan'>4.3本次招标文件以电子版（光盘）(或纸质版)发出，招标文件每套售价500 元，售后不退。图纸若为电子版，不收取押金；图纸若为纸质，收取押金 1000.00 元，在归还图纸时退还。

normal style='line-height:150%'>5.1投标文件递交的截止时间、投标地点具体以广州公共资源交易网（http：//www.gzggzy.cn）“服务指南→交易活动安排”处公布的投标截止时间、投标地点为准（不接受邮寄方式递交）。

normal style='line-height:150%;tab-stops:18.0pt'>5.2逾期送达的或者未送达指定地点或未按要求密封的投标文件，招标人不予受理。
