normal style='text-indent:21.3pt;line-height:150%'>本东莞深赤湾码头有限公司复合肥缓冲仓库工程已由东莞市发展和改革局以广东省企业投资项目备案证（项目备案证编号：2016-441900-59-03-001799）批准建设，项目业主为东莞深赤湾码头有限公司，建设资金来自企业自筹，招标人为东莞深赤湾码头有限公司。项目已具备招标条件，现对该项目的工程设计进行公开招标。

2. 项目概况与招标范围

normalCxSpFirst style='line-height:150%'>    2.1 本次的项目名称：东莞深赤湾码头有限公司复合肥缓冲仓库工程设计

normalCxSpMiddle style='text-indent:21.0pt;line-height:150%'>2.2 本次的建设地点：东莞市虎门港管委会麻涌港区新沙南作业区4＃－5＃泊位后方场区内。

normalCxSpMiddle style='text-indent:21.0pt;line-height:150%'>2.3 本次的建设规模：新建3.2万吨复合肥缓冲仓库，仓库为钢筋混凝土框架结构，分四个敖间，周围配套建设变配电房、控制室、卸料棚、仓外斗式提升机井架及仓内装卸工艺设备等，主要存储化肥，年周转货物量为32万吨。项目占地面积7326.6平方米，建筑面积7326.6平方米，容积率≤1.6, 建筑密度≤45%，最大高度≤24M，总投资约5026.00万元，其中建安工程费约4818万元，具体项目以建设单位实际委托为准。

normalCxSpMiddle style='line-height:150%'>   2.5 本次的招标范围：东莞深赤湾码头有限公司复合肥缓冲仓库工程设计，包括但不于限于：总体规划方案设计、建筑方案设计、设计方案及调整、初步设计（含设计概算、初步设计评审等）、工程施工图设计（含工程量清单、CAD电子图纸）、施工现场配合、设备定购后的施工图细化设计与竣工图出版配合服务等。设计内容包括：规划总平面、建筑、结构、给排水、电气（含强电、弱电）、消防、防雷接地、暖通、红线范围内的室外管网工程及主体建筑相配套的附属设施和构筑物等；协助办理设计文件备案（住建局、国土局、规划局），备案时要求主要设计人员的资格符合东莞市政府部门的要求并熟悉备案文件的设计要求，招标人对此保留最终解释权。中标人尚需提供相关资料并协助招标人办理政府方面的审批、备案、验收等手续（含政府相关部门要求的电子报批等）、具体范围和内容见招标文件第四章基础资料和设计任务书。

normalCxSpMiddle style='margin-left:0pt;mso-add-space:auto;text-indent:21.2pt;line-height:150%;mso-list:l0 level1 lfo1'>（4）施工图设计：自收到初步设计确认文件后15个日历日内向招标人提交施工图送审稿和相关资料，在施工图审查过程中自收到审查修改意见后10个日历日内向招标人提交修改施工图及回复意见，并在施工图送审稿审查通过后 5 个日历日内向招标人提交修改后的施工图和相关资料；并配合招标人办理备案手续；

normalCxSpLast style='line-height:150%'>（备注：具体开始工作的时间及委托的内容以招标人书面通知为准。若项目建设滞后则本合同服务期顺延到合同所有内容进行完成为止。）

3. 投标人资格要求

normalCxSpFirst style='line-height:150%'>   3.1 本次招标要求投标人须具备：工程设计综合资质甲级或建筑行业乙级或建筑行业建筑工程乙级或以上资质。

normalCxSpMiddle style='text-indent:10.5pt;mso-char-indent-count:1.0;line-height:150%'> 3.2 项目设计总负责人资格：具有壹级注册建筑师执业资格，注册于投标人本单位。   

normalCxSpMiddle style='line-height:150%'>   3.3 其他要求：

normalCxSpMiddle style='line-height:150%'>   4.2投标人报名前应办理广州公共资源交易中心办理企业信息登记并缴纳100元报名费，报名同时发售招标文件，费用为每套500元人民币，招标文件售后不退。

normalCxSpMiddle style='line-height:150%'>   4.3在规定的报名期间，报名的申请单位不足3名或不足以形成充分竞争时，招标人（或招标代理机构）有权：发布公告延长接受报名时间。在延期报名时间内，已报名申请单位的资料仍有效并可自行补充资料，未报名的申请单位可根据公告的约定参与报名。
