1.4 技术要求：(1) 制造商应通过国际通行的质量体系认证，具有制造同类设备5年以上经验。在中国大陆要有被授权的服务中心，售后服务良好、有效、无不良记录。提供中国大陆同类型设备的用户清单，同时提供用户联系人及联系方式，在中国大陆航空航天领域需有4家或以上用户，并出示验收单复印件。
(2)一旦中标，投标人必须是与买方签订本项目外贸合同的签约方。如投标人不具备与买方签订外贸合同的能力，将废除其投标。（说明：如产品为进口产品且须签订进口合同，中标的投标人必须以自身名义与买方或买方商务代理签订外贸合同，且可以接收中国大陆关境内的公司所付出的外汇。）
(3)最大轴向载荷≥100kN。
(4)试验机的同轴度不大于5%

(1) Manufaurers should pass the internationally accepted quality system certification, with the manufaure of similar equipment more than 5 years experience. In mainland China to hA/Ve an authorized service center, after-sales service is good, effeive, no bad record. Provide a list of users of the same type of equipment in mainland China, while providing user contas and conta information
(2)The bidder must be the contraor that has signed with vendee the contra on foreign trade for this proje once the bid has been won. If the bidder is not qualified to sign with the vendee the contra on foreign trade, the accepted bid shall be abandoned. (Note: If the produs are imported ones and the import contra must be signed, the bid winner must sign the contra on foreign trade on his/her own name with the vendee or commercial representatives from the vendee and foreign exchanges paid by company registered within Chinese mainland should be acceptable.)
