3、投标人资格要求
投标人应具备的资格或业绩:3.1 制造商作为投标人/ Bidder(as an manufaure )
1) 投标人应通过ISO9000系列或同等质量管理体系认证。
shall certified ISO9000 series or other equivalent certificates of the quality management system.
2) 投标人注册资本不低于10亿元人民币
Bidder 's registered capital is not less than 1 billion yuan RMB
3) 投标人在全球范围内应具有全容LNG储罐碳钢衬板供应业绩（同一项目供应量超过2000吨）（提供合同证明复印件或用户书面证明，原件备查）。
Shall hA/Ve manufaure and delivery experience of carbon steel liner plates for LNG tanks(more than 2000 tons per proje) in the world (Provide copy of contra proof or user's written proof, original copy for future reference).
4) 投标人须拥有4.5米以上宽度的轧机。
Shall hA/Ve a mill with a width of over 4.5 meters.
5) 投标人投标货物的原产地和制造商应与其所提供业绩中的投标货物原产地及制造商一致，且投标货物应在其原产地进行生产和检验。
The origin and manufaurer of the Goods Proposed shall be in consistent with the origin and manufaurer of the Goods Proposed on qualification criteria list, and the Goods Proposed shall be produced and inspeion at their origin.
3.2 代理商作为投标人/ Bidder(as an agent)
1) 投标人的注册资本金不低于5000万元人民币（以开标当日中国银行总行首次发布的外币对人民币的现汇卖出价进行换算）
Bidder's registered capital shall not be less than 50 million yuan RMB (or the equivalent amount converted at the exchange rate of “registeration currency to RMB Yuan” first issued by Bank of China on the date of Bid Opening.）
2) 应取得制造商对本项目的唯一授权。
The bidder shall obtain the sole authorization from the manufaurer for this bid.
3) 所投货物的制造商资格应满足3.1的要求。
The manufaure of the Goods Proposed shall meet all qualification requirements of item 3.1 above.
