normal style="text-indent:21.0pt">本为大理供电局2018年配网基建工程放线架、柜保装置等框架招标，建设资金来源为已落实，招标人为云南电网有限责任公司大理供电局，项目已具备招标条件。根据《中华人民共和国招标投标法》及相关法律法规的规定，云南招标股份有限公司受云南电网有限责任公司大理供电局的委托，对大理供电局2018年配网基建工程放线架、柜保装置等框架招标进行公开招标，现欢迎符合本项目资格要求的潜在投标人参加投标。

normal style="text-indent:20.6pt">（7）框架协议单位选取数量及分配配额：本次将选取1家框架协议供货单位。
3、投标人资格要求
normal style="text-indent:20.65pt">（1）经国家工商行政管理部门登记注册，具有独立法人资格，没有处于被责令停业或破产状态，且资产未被重组、接管和冻结；
normal style="text-indent:20.65pt">（2）投标单位应具备相应设计、制造或供货能力的国内制造商或其代理商，若为代理商投标的则须提供制造商出具的有效授权文件；

4、投标报名及招标文件的获取
normal style="text-indent:21.0pt">本项目通过中国南方电网阳光电子商务平台实施电子招标和投标，凡有意参加投标者，请于2018年1月25日至2018年1月31日，每日上午09时00分至12时00分，下午14时00分至17时30分（北京时间，下同）中国南方电网阳光电子商务平台（登入网址：www.bidding.csg.cn）和云南招标股份有限公司电子商务平台（登入网址：www.ynzbw.com）投标报名及购买招标文件，标书费800元/标段，售后不退。操作流程如下：

normal style="text-indent:21.1pt">情形1：已注册单位，登录中国南方电网阳光电子商务平台凭企业CA证书电子钥匙购买招标文件，逾期无法购买。

normal style="text-indent:21.0pt">登录中国南方电网阳光电子商务平台（登入网址：www.bidding.csg.cn），完成系统登记注册和审核（具体见2016年3月1日网站发布的南方电网公司供应商登记公告），并办理供应商数字证书（办理流程见网站下载中心数字证书办理指南），为避免耽误招标文件购买及投标，请在招标文件发售截至时间至少2天前完成供应商登记（提交登记信息时请选择“中国南方电网有限责任公司”为审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统购买标书，并在购买标书5日内办理数字证书。

normal style="text-indent:21.1pt">情形1：已注册单位，登录云南招标股份有限公司电子商务平台进行线上报名、线上缴费和下载标书，逾期无法购买。
normal style="text-indent:21.1pt">情形2：未注册单位，请按以下流程操作：（1）登录云南招标股份有限公司电子商务平台（http://www.ynzbw.com），注册帐号并登录。（2）录入企业基本信息、业绩、获奖和各类证书相关资料，所有证书需上传jpg格式的原件扫描图片（注：①“单位名称”严格按照营业执照中注册的名称填写，不得缩写、简写、漏写；②“单位地址”、“法定代表人”、“注册号”、“注册资本”、“营业期限”等参照营业执照中注册的内容填写；③ “开户银行”、“开户账号”参照开户许可证中的相关内容填写，所填账户将作为办退投标保证金的默认关联账户（开户户名应与公司名称一致，否则按无效账户信息作废处理）；④联系人、联系手机、联系电话、联系传真、联系邮箱需如实填写；⑤因信息填写不准确造成无法联系及无法接收电子文档而不能按时参与投标，责任自负。）（3）提交审核。（4）审核通过后，投标人登录云南招标股份有限公司电子商务平台进行线上报名、线上缴费和下载标书。投标人注册咨询电话：0871-65338808

5、投标文件的递交
normal style="text-indent:21.0pt">5.1 投标文件递交的截止时间（投标截止时间，下同）为2018年2月23日上午9时30分，地点为大理市下关镇苍山东路386号8楼(银泉酒店向西100米格力空调上8楼)（不接受邮寄方式递交）。
normal style="text-indent:21.0pt">5.2 逾期送达的或者未送达指定地点的投标文件，招标人不予受理。
