normal align=left style="text-align:left;text-indent:24.0pt; line-height:150%">3.1.1本项目招标人通过南方电网公司电子商务系统（登录网址：www.bidding.csg.cn）实施电子化招标投标。凡有意参加投标者，请于2018年01月29日09时00分00秒至2018年02月02日17时00分00秒进行标书购买（过期无法购买）。购买成功后请在报名截止时间前下载电子版招标文件。

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">（1）按国家电子招标投标法有关规定和电子交易平台技术要求，凡有意参加投标者，需先行完成系统登记注册和审核（具体见2016年3月1日网站发布的南方电网公司供应商登记公告），并办理供应商数字证书（办理流程见网站下载中心数字证书办理指南），为避免耽误招标文件购买及投标，请在标书发售截止时间前2天完成供应商登记（提交登记信息时请选择“广东电网有限责任公司”为审核单位），审核通过后，供应商凭申请的账号、密码登陆电商系统购买标书，并在购买标书5日内办理数字证书。

3.2.1招标文件按标的发售，每个标的招标文件售价￥100.00元，售出不退；

3.2.3注意事项：
（1）投标人在电子商务系统中提交购买标书费订单时请填写正确的增值税发票信息，如因投标人自身原因导致无法开具正确的增值税发票的，责任由投标人承担。
（2）标书费采用电汇转账方式递交的，标书费的汇款单位名称必须与投标人名称一致（由个人账户汇出的标书费导致报名失败的，责任由供应商自负），投标人必须在报名截止时间提前将款项汇到招标文件指定账户；已汇款的投标人需在截止时间前，在系统中上传电汇单据扫描件，未上传电汇单据扫描件的投标人系统默认报名不成功。
（3）投标人可在开标日到现场领取发票，从开标日起三个月内未领取的视同放弃领取。
（4）投标保证金需在购招标文件购买之后至投标截止时间前递交，具体收取方式及要求详见招标文件的相关规定。
