项目概况：秦皇岛33-1S油田I期开发新建一座12井槽（其中4口一筒双井，共计可实施16口井）4腿导管架井口平台秦皇岛33-1SWHPA，与已建秦皇岛33-1WHP平台栈桥连接。在新建秦皇岛33-1SWHPA平台上设置HXJ135修井机、28人生活楼、直升机甲板、计量分离设备、生产污水处理、注水系统、生活污水处理系统以及天然气发电机等。

2.资格标准：
（1）投标人所投标的自力式调节阀应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少两个项目在石油炼化行业上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩（两个业绩中至少包括一个8寸150LB或以上尺寸级别的自力式调节阀业绩），并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）；上述文件中如未包含自力式调节阀所在设施的名称及使用方信息，投标人应提供有效说明文件。投标人所提供业绩的产品型式应与本次招标的产品型式相同。
（2）投标人所投标的氮封阀应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩（两个业绩中至少包括一个4寸150LB或以上尺寸级别的氮封阀业绩），并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）；上述文件中如未包含氮封阀所在设施的名称及使用方信息，投标人应提供有效说明文件。投标人所提供业绩的产品型式应与本次招标的产品型式相同。
（3）投标人所投产品的取证要求：
国内产品：投标人的产品必须取得TS B2认证（中华人民共和国特种设备制造许可证，针对自力式调节阀和氮封阀的取证级别）；
国外产品：投标人的产品必须取得TS B2认证或者压力容器或压力管道元件的型式试验证书。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2019年4月16日开始至2019年4月23日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（受益人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

Overview: Thenew 4 leg platform QHD33-1S WHPA, which hA/Ve 12 wells slots (include 4 twinhole-in-monobore, total 16 wells) will be developed at QHD33-1S oil field PHASEI development. QHD33-1S WHPA platform is connected toQHD33-1 WHP platform bybridge. The main systems of QHD33-1S WHPA is as follows: the HXJ135 work over,the 28 living building, the helideck, the metering separator, the productionwater treatment system, water injectionsystem, the sewage treatment system, andthe gas generator, etc.
Name of Goods: self-actuated pressureregulators & tank blanketing regulators.

Delivery Schedule:
From within PRC: October 5, 2019 ofConstruction Site of Qingdao,Shandong.

2. Qualification Requirements
Theself-actuated pressure regulators provided by VENDOR shallbe the mature products of the manufacturers, new trial products would not been accepted. The products provided by VENDOR should hA/Ve at least two projects had successful applications in petroleum refining industry for two years ( From the date of acceptance of delivery or the certificate issued by USER. Two results shall include at least one self-actuated regulator of size 8 "150LB orabove). The VENDOR shall provide the corresponding documents (written materialrefers to: contract and the commissioning acceptance documents or contract andthe effective proof certificate issued by the operator). If the above documentsdo not contain the name of the facility where self-actuatedpressure regulatoris located and the information of the user, the bidder shall provide a validdocument.
Thetank blanketing regulators provided by VENDOR shall be themature products of the manufacturers, new trial products would not beenaccepted. The products provided by VENDOR should hA/Ve at least two projects hadsuccessful applications in offshore platform/FPSO for two years ( From the dateof acceptance of delivery or the certificate issued by USER. Two results shallinclude at least one nitrogen sealed valve of size 4 "150LB or above). TheVENDOR shall provide the corresponding documents (written material refers to:contract and the commissioning acceptance documents or contract and theeffective proof certificate issued by the operator). If the above documents donot contain the name of the facility where tankblanketing regulatoris located and the information of the user, the bidder shall provide a valid document.

（1）Domestic products：VENDOR's products mustobtain TS B2certification ((People's Republic of China special equipment manufacturing license, according to the evidence level self-actuated pressureregulator and the tank blanketing regulators)；
