1．中国海洋石油集团有限公司采办部采购招标中心暨中化建国际招标有限责任公司（以下简称“招标机构”）受中海油福建漳州天然气有限责任公司委托，邀请合格投标人就漳州LNG接收站项目下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：
货物名称：BOG低压压缩机
数量：2套
交货期： 关境外提供的货物于合同签订之日起480日到达厦门港，关境内提供的货物于合同签订之日起480日到达福建省漳州龙海市隆教乡兴古湾福建漳州LNG接收站业主指定现场。
2．业绩和资格要求：
1）投标人必须是具有独立法人资格的BOG低压压缩机制造商或代理商。
独立法人资格要求：关境内投标人应提供有效的三证合一营业执照。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。
代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。
2）财务要求：代理商和制造商应提供2015-2017年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。如果投标人以代理商的身份来参与投标，还需要提供其代理的货物的制造商的财务报表。
2015-2017年三年平均资产负债率：小于0.85（适用于代理商）
2015-2017年三年平均净资产：不低于等值5000万元人民币（适用于制造商）；
3）业绩要求：在近八年内(2010.1.1-2017.12.31)有两台用于LNG接收站（设计产能200万吨以上的LNG接收站）压缩液化天然气蒸发气的往复式无油气体压缩机供货良好运行业绩（单台设备的流量不低于6000kg/h，压缩机入口温度低于零下80℃，出口压力范围：0.7MpaA至1.3 MpaA），提供相关证明材料。
相关证明材料包括：业绩合同关键页复印件（如合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查）。无法提供证明材料的业绩为无效业绩。授标前招标人保留调查考察业绩是否良好运行的权利，一旦查实不良表现，其中标无效。
4）质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商来投标时所代理的产品需要提供制造商的ISO证书。
5）本次投标的设备的原产地和制造商名称要与本款第3）条所述的业绩的原产地和制造商名称相符（适用的设备清单详见第八章）。

出口压力：0.982MPaA
设计温度：-165/+150 ℃
流量调节0%~25%~50%~75%~100%

4．有兴趣的合格投标人可通过以下方式获取招标文件：
从 2019年5月6日开始至2019年5月15日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在电力招标采购网（http://www.chinabidding.com/）注册成功并通过平台审核。
5．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2019年05月28日 10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层403号会议室，在此时间后收到的投标文件恕不接受。
6．开标时间：定于2019年5月28日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。
7．开标地点：北京市东城区东直门外小街6号海油大厦4层403号会议室。

1.Procurement& Tendering Center of CNOOC Procurement Dept. and CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC FujianZhangzhou Gas Co., Ltd (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Delivery Schedule: November 30,2020
For goods offered from outside PRC customs territory: arrived at XiamenPort, Fujian, P.R.China within 480 days from the date of the signing of the contract.
For goods offered from within PRC customs territory: arrived at Zhangzhou LNG Terminal Project Site (Address: Xinggu Bay, Longjiao Country, Longhai City，Zhangzhou City, Fujian Province, China) within 480 days from the date of the signing of the contract.
2. Qualification requirement:
1)Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity.
Bidder from within the PRC Customs Territory shall provide valid business license（Three Certificates in one）. Bidder from outside the PRC Customs Territory shall provide valid independent legal entity certificate.
If the goods is not manufactured by bidder, the bidder shall obtain the only legal official authority of the manufacturer that the bidder could provide the goods for the bid in China.
2)Bidder shall submit 2015-2017audited financial report issued by auditing agency, including balance sheets, cash flow statement, profit statement. If the goods is not manufactured by bidder，the bidder shall also obtain manufacture’s financial report.
Bidder’s A/Verage net assets of last eight years (from 2010.1.1 to 2017.12.31 ):not less than RMB 50,000,000 Yuan or equivalent(manufacture);
Bidder’s A/Verage asset-liability ratio of last three years (from 2016 to 2017): less than 0.85(who don’t manufacture the goods);
3) Manufacturer shall hA/Ve at least two LNG receiving terminal (design capacity over two million tons) reciprocating oil-free compressor supply references in the resent eight years (from January 1, 2010 to December 31, 2017), the flow rate of reciprocating oil-free compressor shall be no less than 6000kg/h, inlet temperature of reciprocating oil-free compressor is below 80 C, and outlet pressure range is 0.7 MpaA to 1.3 MpaA , Manufacturer shall run well.
The references shall be testified by proof materials.
The proof materials include the homepage of contract, the sign date page of contract, the delivery date page of contract, the both parties signed and stamped page of contract, the description page of Goods scope or Work scope, the key pages of main technical parameters, the original copy for reference). The performance without certification documents will be treated as invalid performance. The purchaser retains right to investigate whether the bidder’s performance is in good operation. once any poor performance is verified, its bid will be null.
4）Manufacturer who makes pressure vessel shall hA/Ve the ISO9001 quality management system certification and the certificate is valid.
5）the origin and manufacturer of the goods shall be same in this subparagraph ( 4)（For a detailed list, see Chapter VIII.）
3. Main technical requirement:

4. The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from May 6th, 2019 to May 15th, 2019. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 300.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid. In addition, the bidder needs to succeed in the China international bidding nets (http://www.chinabidding.com/) registered and through the platform review.
5. Bids must be delivered to Meeting Room No.403 of CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. Chinafor submission of bids before 10:00 a.m.(Beijing time) on May 28th, 2019.
6. Bids will be opened in the presence of bidders' representatives who choose to attend at 10:00 a.m. (Beijing time) on May 28th, 2019 at Meeting Room No.403 of CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. Chinafor bid-opening.
