normal style='text-indent:24.0pt;line-height:150%'>（1）投标人须在中原招标采购交易平台登记注册为正式会员，并办理会员手续和CA数字证书认证。
normal style='text-indent:24.0pt;line-height:150%'>（2）投标人必须是在中国境内注册，持有有效的《营业执照》、《基本存款账户开户许可证》；法人授权书原件和身份证复印件并加盖公章；具有SKF轴承经销授权书或具有相应的业绩（附合同及发票）或是整套设备制造厂商。

normal style='text-indent:24.0pt;line-height:150%'>（1）领取招标文件的方式：在中原招标采购交易平台下载；
normal style='text-indent:24.0pt;line-height:150%'>（2）领取招标文件的时间：招标公告发布之日至2020年1月13日9:00；
normal style='text-indent:24.0pt;line-height:150%'>（3）供应商在中原招标采购交易平台下载招标文件，并使用中原招标采购交易平台最新版投标文件制作系统生成加密版投标文件。
normal style='text-indent:24.0pt;line-height:150%'>（4）投标人要自带电子钥匙和报价U盘（携带笔记本）和纸质投标材料（一份），作为补充、备案和存档。以电子投标文件为准。
normal style='text-indent:24.0pt;line-height:150%'>5、投标人提交投标文件的地点和截止时间
normal style='text-indent:24.0pt;line-height:150%'>（1）提交电子文件地点：中原招标采购交易平台；
normal style='text-indent:24.0pt;line-height:150%'>（2）提交纸质投标文件地点：驻马店市豫龙同力水泥有限公司行政办公楼一楼评标室（河南省确山县同力大道1号）
normal style='text-indent:24.0pt;line-height:150%'>（3）提交投标文件截止时间：2020年1月13日9:00前（北京时间）。
normal style='text-indent:24.0pt;line-height:150%'>（4）开标时间：2020年1月13日9:00（北京时间）。
normal style='text-indent:24.0pt;line-height:150%'>（5）投标人于规定时间内上传加密版招标响应文件至中原招标采购交易平台，并于开标前解密电子投标文件。
normal style='text-indent:24.0pt;line-height:150%'>（6）逾期提交的或者未提交指定载体/地点的投标文件，招标人不予受理。
normal style='text-indent:24.0pt;line-height:150%'>6、投标保证金的交纳
normal style='text-indent:24.0pt;line-height:150%'>（1）金额： 2000（贰仟）元，由中原招标采购交易平台代收代退，统一管理。
normal style='text-indent:24.0pt;line-height:150%'>（2）保证金缴纳形式：2020年1月13日9:00时前止。中原招标采购交易平台只接受投标人在投标截止时间前由公司基本账户电汇或转账的投标保证金，一次性足额转至专用账户。在投标截止时间前交易人应登陆平台查询保证金到账信息并确认后，平台系统才记录为有效投标保证金。若因此影响投标人投标有效性的，责任应由投标人承担。（具体详见中原招标采购交易平台通知公告《中原招标采购交易平台交易项目保证金管理办法试行》）

normal style='text-indent:24.0pt;line-height:150%'>在招标人发出中标候选人通知书和未中标通知书及发布项目结果公告之日起5日内，由平台按程序退还未中标人的保证金。中标候选人保证金在项目合同签订并上传平台系统之日起5日内，由平台按程序退还中标候选人保证金。（请查看《中原招标采购交易平台交易项目保证金管理办法（试行）》）。
