normal style='text-indent:12.0pt;line-height:150%'>5、谈判响应单位需具备的条件：
normal style='line-height:150%'>（1）谈判响应单位必须是在中国境内注册，持有有效的《营业执照》、《基本存款账户开户许可证》；法人授权书和身份证复印件并加盖公章；缴纳谈判保证金。
normal style='line-height:150%'>（2）谈判响应单位必须具有市政公用工程施工总承包贰级及以上资质或园林绿化企业贰级及以上资质，经营范围包括园林绿化等相关项目。
normal style='line-height:150%'>（3）拟派项目经理必须持有市政工程二级（或以上）注册建造师资格，持有有效的安全生产考核合格证，并且未承担其他在建施工项目；拟派项目技术负责人必须持有园林绿化工程师（中级）资格证书，必须提供2017年以来相似项目合同一份；投标代表、拟派项目经理和拟派项目技术负责人必须出具近二年本公司工资表、社保证明。
normal style='line-height:150%'>（4）2017年1月1日至今至少有一项承建完成的合同金额在50万元（含）以上的同类工程项目施工合同（以合同签订日期为准，须提供合同及发票复印件）。

normal style='line-height:150%'>（1）领取谈判文件的方式：在中原招采网下载；
normal style='line-height:150%'>（2）领取谈判文件的时间：自发布之日至2020年1月 3日15：00（北京时间）；
normal style='text-indent:12.0pt;line-height:150%'>7、提交谈判响应文件的地点和截止时间：
normal style='line-height:150%'>（1）谈判响应文件为加密版本，谈判响应单位从中原招采网下载谈判文件，并使用中原招采网最新版投标文件制作系统生成加密版谈判响应文件。
normal style='line-height:150%'>（2）谈判响应单位要自带电子钥匙和报价U盘（携带笔记本）和纸质谈判响应文件，以电子谈判文件为准，纸质谈判响应文件作为补充，备案和存档。
normal style='line-height:150%'>（3）提交电子谈判响应文件地点：中原招采网；
normal style='line-height:150%'>（4）提交电子谈判响应文件截止时间：2020年1月3日15：00前（北京时间）。
normal style='line-height:150%'>（5）谈判响应单位于规定时间内上传加密版谈判响应文件至中原招采网，并于开标前解密谈判响应文件。
normal style='text-indent:6.0pt;line-height:150%'>(6)合格谈判响应单位按照谈判文件的通知要求，获取谈判文件。凡不按时获取的，一律按自动弃权处理。
normal style='text-indent:12.0pt;line-height:150%'>8、谈判保证金的交纳
normal style='line-height:150%'>（1）由中原招标采购交易平台代收代退，统一管理。
normal style='line-height:150%'>（2）保证金缴纳形式：2020年1月3日15：00前时前止。中原招标采购交易平台只接受谈判响应单位在谈判响应文件递交截止时间前由公司基本账户电汇或转账的谈判保证金，一次性足额转至专用账户。在谈判响应文件递交截止时间前交易人应登陆平台查询保证金到账信息并确认后，平台系统才记录为有效谈判保证金。若因此影响谈判有效性的，责任应由谈判响应单位承担。（具体详见中原招标采购交易平台通知公告《中原招标采购交易平台交易项目保证金管理办法试行》）

normal style='text-indent:18.0pt;line-height:150%'>在招标人发布项目结果公告和发出中标候选人通知书之日起5日内，由平台按程序退还未中标人的保证金。中标候选人保证金在项目合同签订并上传平台系统之日起5日内，由平台按程序退还中标候选人保证金。（请查看《中原招标采购交易平台交易项目保证金管理办法（试行）》）。
