3、资格预审合格条件的要求

normal style='text-indent:28.0pt;line-height:150%'>3.2 必须具备市政公用工程施工总承包二级或以上资质。
normal style='text-indent:28.0pt;line-height:150%'>3.3近三年具有三起类似工程项目，一起在建工程项目（合同金额≥150万，提供合同、发票、竣工验收单等相关材料，纸质投标文件中复印件须加盖单位公章）。
normal style='text-indent:28.0pt;line-height:150%'>3.4 拟派项目负责人必须持有市政公用工程专业二级资格，持有有效的安全生产考核合格证，并且未承担其他在建施工项目；资格预审申请代表和拟派项目负责人必须出具近二年社保证明和工资表。
normal style='text-indent:28.0pt;line-height:150%'>3.5具有良好的社会信誉，没有处于被责令停业，投标资格被取消，财产被接管、冻结、破产状态，最近两年内没有骗取中标或者严重违约等问题；近五年内没有发生重大安全事故；

normal style='text-indent:28.0pt;line-height:150%'>5.1满足本公告第3条资格预审申请人资格要求的资格预审申请人请于：2019年12月26日起至2020年01月03日17:30时之前使用CA数字认证证书登录平台报名。
normal style='text-indent:28.0pt;line-height:150%'>5.2资格预审申请申请人请登录中原招标采购交易平台下载电子招标文件，按照“中原招标采购交易平台招标文件制作系统”制作电子资格预审申请文件及参加资格预审申请活动。
normal style='text-indent:28.0pt;line-height:150%'>6、递交资格预审申请文件的时间和地点
normal style='text-indent:28.0pt;line-height:150%'>6.1资格预审申请文件需包括电子资格预审申请文件和纸质资格预审申请文件。其中以电子资格预审申请文件为准，纸质资格预审申请文件作为备案与存档。
normal style='text-indent:28.0pt;line-height:150%'>6.2电子资格预审申请文件通过“中原招标采购交易平台投标文件制作系统”制作，并按程序导出、上传。纸质资格预审申请文件由“制作系统”导出的电子文件打印版打印装订（其中的授权书、承诺函等需要签字或盖章的重要内容应采用原件），内容应与电子文件保持一致。
normal style='text-indent:28.0pt;line-height:150%'>6.3 为确保电子开标成功，资格预审申请人应将“制作系统”导出的电子资格预审申请文件的备份目录全部拷入U盘随同纸质资格预审申请文件一块密封，并在资格预审申请截止时间前递交。
normal style='text-indent:28.0pt;line-height:150%'>6.4电子与纸质资格预审申请文件上传/递交截止时间（开标时间）：2020年01月10日16:00（北京时间）。

normal style='text-indent:28.0pt;line-height:150%'>6.6逾期送达的或者未送达指定载体/地点的资格预审申请文件，招标人不予受理。
normal style='text-indent:21.0pt'>7、施工单位提供的全部资料必须准确详细，以便招标单位做出正确的判断。资格预审将完全依据资格预审文件中提供的资料或者应招标单位要求，对所报资格预审文件进行审查。如果没按要求在资格预审文件中提供具体证明材料，可能将导致资格预审不合格。
normal style='text-indent:21.0pt'>8、资格预审文件 一 份正本， 一 份副本，封面应注明“正本”、“副本”字样，还应加盖法人公章及法人代表人印章。资格预审文件如有不一致时，以电子版为准。
