normal style='text-indent:32.3pt;line-height:200%'>2.4.1南大门新建职工活动中心主要包括：新建职工活动中心整体为门式钢架结构，屋顶为夹心岩棉板彩钢瓦。北侧新建两层招标室与活动中心连为一体。总建筑面积：1833.88平方米（含活动中心及招标室），建筑基底面积：1611.20平方米，招标室一层建筑面积为：222.68平方米，共两层。职工活动中心室内净高度9米。（上述内容含所有材料，规格、型号、数量以图纸设计的全部内容和实际为准）。具体施工方案和技术要求见招标施工图纸。

normal style='text-indent:28.0pt;line-height:200%'>2.4.3固定工程总价，不管材料市场发生任何波动，分项报价均不作调整。竣工结算按实际验收的工程量乘以分项报价结算工程价款，总施工价格不得超出承包总价。
normal style='text-indent:28.0pt;line-height:200%'>2.5计划工期：60日历天。
normal style='text-indent:28.0pt;line-height:200%'>2.6质量要求：合格。
normal style='text-indent:28.1pt;line-height:200%'>3．投标人资格要求
normal style='text-indent:28.0pt;line-height:200%'>3.1投标人具有独立法人资格；具有有效的《营业执照》、《基本存款账户开户许可证》、《安全生产许可证》，法人授权书原件及身份证复印件。
normal style='text-indent:28.0pt;line-height:200%'>3.2 必须同时具有建筑工程施工叁级及以上资质和钢结构施工壹级及以上资质。
normal style='text-indent:28.0pt;line-height:200%'>3.3 在工程管理和施工人员、设备、资金等方面具有相应的施工能力。
normal style='text-indent:28.0pt;line-height:200%'>3.4 拟派项目经理必须持有二级及二级以上建筑建造师资格，持有有效的安全生产考核合格证，并且未承担其他在建施工项目；投标代表和拟派项目经理必须出具近二年社保证明和工资表。
normal style='text-indent:28.0pt;line-height:200%'>3.5具有良好的社会信誉，没有处于被责令停业，投标资格被取消，财产被接管、冻结、破产状态，最近两年内没有骗取中标或者严重违约等问题；近五年内没有发生重大安全事故；

normal style='text-indent:28.0pt;line-height:200%'>3.7本次招标不接受联合体投标；

normal style='text-indent:28.0pt;line-height:200%'>4.1本项目通过中原招标采购交易平台（http://www.zybtp.com/）进行全电子化招标。
normal style='text-indent:28.0pt;line-height:200%'>4.2有意参加投标并符合条件的投标人，需先登录中原招标采购交易平台进行电子注册、经验证合格并办理CA数字认证证书后，方能参与电子投标活动。

normal style='text-indent:28.0pt;line-height:200%'>5.1满足本公告第3条投标人资格要求的投标人请于：2020年1月1日起至2020年1月14日17:30时之前使用CA数字认证证书登录平台报名。
normal style='text-indent:28.0pt;line-height:200%'>5.2投标申请人请登录中原招标采购交易平台下载电子招标文件，按照“中原招标采购交易平台招标文件制作系统”制作电子投标文件及参加投标活动。
normal style='text-indent:28.1pt;line-height:200%'>6. 递交投标文件的时间和地点
normal style='text-indent:28.0pt;line-height:200%'>6.1投标文件需包括电子投标文件和纸质投标文件。其中以电子投标文件为准，纸质投标文件作为备案与存档。
normal style='text-indent:28.0pt;line-height:200%'>6.2电子投标文件通过“中原招标采购交易平台投标文件制作系统”制作，并按程序导出、上传。纸质投标文件由“制作系统”导出的电子投标文件打印版打印装订（其中的投标函、授权书、承诺函、工程预算书等需要签字或盖章的重要内容应采用原件），内容应与电子投标文件保持一致。
normal style='text-indent:28.0pt;line-height:200%'>6.3 为确保电子开标成功，投标人应将“制作系统”导出的电子投标文件的备份目录全部拷入U盘随同纸质投标文件一块密封，并在投标截止时间前递交。
normal style='text-indent:28.0pt;line-height:200%'>6.4电子与纸质投标文件上传/递交截止时间（开标时间）：2020年1月20日15:00（北京时间）。

normal style='text-indent:28.0pt;line-height:200%'>保证金缴纳形式：2020年1月20日15：00时前止。中原招标采购交易平台只接受投标供应商在招标截止时间前由公司基本账户电汇或转账的投标保证金，一次性足额转至专用账户。在开标截止时间前交易人应登陆平台查询保证金到账信息并确认后，平台系统才记录为有效投标保证金。若因此影响投标人投标有效性的，责任应由投标人承担。
