normal style='text-indent:24.1pt;line-height:150%;layout-grid-mode: char'>踏勘现场：招标人不统一组织踏勘现场，是否需要踏勘现场由投标人自行决定，但施工现场地形比较复杂，不进行现场踏勘视为对现场情况已全部掌握。
normal style='text-indent:24.1pt;line-height:150%;layout-grid-mode: char'>3. 合格供应商必须符合以下条件
normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>3.1具有经年检合格的《企业法人营业执照》、《组织机构代码证》、《税务登记证》及相关资质；
normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>3.2在施工管理和施工人员、设备、资金等方面具有相应的施工能力。
normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>3.3报名时提供2016年1月1日至今至少3份合同金额在5万元以上同类型合同业绩及合同发票（若提供扫描件，扫描件需清晰，并加盖公司公章）；
normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>3.4具有良好的社会信誉，没有处于被责令停业，投标资格被取消，财产被接管、冻结、破产状态，最近两年内没有骗取中标或者严重违约等问题；近五年内没有发生重大安全事故；
normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>3.5能够独立承担民事责任的企业法人；
normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>3.6本次招标不接受联合体投标。
normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>以上所有资料开标时投标人必须携带原件备查，否则由此产生的一切不良后果由投标人自行承担；

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>4.1 本招标项目通过中原招标采购交易平台（http://www.zybtp.com）进行全电子化招投标。
normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>4.2 有意参加投标并符合条件的招标人，需先登录中原招标采购交易平台进行电子注册、经审核并办理CA数字认证证书后，方能参与投标活动。
normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>4.3 报名时间：2019年 1月2 日至2020年 1月10 日。
normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>4.4 报名方式：符合资格要求的投标人请登录中原招标采购平台直接报名，报名时需同时在中原招标采购平台上传资质文件。若报名单位较多时，采购人将进行优选，优选入围的申请人方能参加投标。

normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>5.1 报名通过的投标人使用CA数字证书登录中原招标采购平台，下载电子招标文件，按照“中原招标采购平台投标文件制作系统”制作电子投标文件。
normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>5.2参加询比招标的供应商，需缴纳招标保证金人民币500元整，保证金必须在招标开始之前交纳完毕，否则采购人有权取消其投标资格。保证金只接受从投标人基本账户以银行转账方式提交的，转账单位：中原招采网

normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>6.1 投标文件包括电子投标文件和纸质投标文件，以电子投标文件为准，纸质投标文件作为备案与存档。其中电子投标文件需于投标截止时间前上传到“中原招标采购平台”。纸质版投标文件正本1份、副本1份和存储有全部电子投标文件的U盘一个，需密封处理，需于投标截止时间前递交到黄河同力公司客服中心楼二楼电子开评标室。
normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>6.2 电子投标文件通过“中原招标采购平台投标文件制作系统”制作，并按程序导出、上传。
normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>6.3 纸质投标文件由“制作系统”导出的电子投标文件打印装订（其中的授权书、承诺函、报价表等重要内容应采用原件），与电子投标文件保持一致，否则按废标处理。
normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%'>6.4 由于投标人原因，未按要求制作、上传、加解密电子投标文件，造成投标或开标失败的，责任由投标人承担。为确保电子开标成功，投标人应将“制作系统”导出的电子投标文件全部拷入U盘随同纸质投标文件一块密封，并在投标截止时间前递交，当上传的投标文件不能正常开标时，由工作人员现场打开已提交的电子投标文件U盘作为应急补救措施。若仍不能打开，则宣布该投标人投标失败。
