normal style='text-indent:24.0pt;line-height:150%'>1、响应人具备合法的营业执照、税务登记证，具有独立法人资格及相应经营范围的制造商及经销商。
normal style='text-indent:24.0pt;line-height:150%'>2、投标人具有经年检合格的《营业执照》、《组织机构代码证》、《税务登记证》等资质。投标人营业执照经营范围内包含本招标产品的相关业务。

normal style='text-indent:24.0pt;line-height:150%'>4、具有良好的资信和商业信誉，具有稳定供应本招标物资的能力和实力。

normal style='text-indent:24.0pt;line-height:150%'>6.1 谈判响应文件包括电子谈判响应文件和纸质谈判响应文件（一正两副），以电子谈判响应文件为准，纸质谈判响应文件和电子U盘作为备案与存档。
normal style='text-indent:24.0pt;line-height:150%'>6.2 电子谈判响应文件通过“中原招标采购交易平台”制作，并按程序上传。
normal style='text-indent:24.0pt;line-height:150%'>6.3 谈判响应文件（电子与纸质）上传/递交的截止时间（投标截止时间，下同）暂定为2020年01月15日9:30。
normal style='text-indent:24.0pt;line-height:150%'>6.4 逾期提交的或者未提交指定载体/地点的谈判响应文件，采购人不予受理。

7、谈判保证金数额：A包：3万元；B包：2万元；保证金缴纳时间：必须在2020年01月15日9时前到账，由中原招标采购交易平台代收代退，统一管理。中原招标采购交易平台只接受投标人在上传投标文件前由公司所在地开户银行基本账户银行电汇、网银等方式提交的投标保证金（交易主体是自然人的，须从自然人本人账户提交），一次性足额转至专用账户（按照“保证金交纳操作指南”操作）。在投标截止时间前交易人应登陆平台查询保证金到账信息并确认后，平台系统才记录为有效保证金。（具体详见中原招标采购交易平台通知公告《中原招标采购交易平台交易项目保证金管理办法试行》。
