（1）资格要求
Requirements for Qulification of Bidder
A．货物制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B．如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.
2）资质要求及证明文件
Requirements of Certificate of Bidder
A. 投标人提供的海底管线内腐蚀监测系统应符合API 17F或ISO 13628-6的要求，并按照上述标准进行测试。
The internal corrosion monitoring system of subsea pipeline shall meet the requirements of API 17F or ISO 13628-6, and shall be tested in accordance with the above standards.
B. 投标人应承诺海底管线内腐蚀监测系统取得国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的国际五大船级社(DNV，ABS，CCS，BV，LR）中任意一家的的第三方产品认证证书，并在交货时提供认证证书。
The bidder shall provide the authentication cerification awarded from any one of the following certifying agencies, i.e. DNV, BV, ABS, Lloyd’s and CCS, which are approved by the China Offshore Oil Operation Safety Office (COOOSO) under the State Administration of Work Safety.
（3）业绩要求：
Requirement for Bidder's reference:
投标人所投标的海底管线内腐蚀监测系统应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品制造商应具有至少两个水下生产系统或海底管线项目的销售业绩。合同签署方可以是制造商，也可以是该制造商的代理。
The Internal Corrosion Monitoring System of Subsea Pipeline provided by VENDOR shall be the mature products of the manufacturers, new trial products would not been accepted. The products provided by VENDOR should have at least two sales references of subsea production system projects or subsea pipeline projects. The contract signatory can be the manufacturer, or the agent of the manufacturer.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：销售合同复印件（含相关技术附件）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、货物名称、制造商名称、供货数量、使用环境（水下生产系统或海底管线项目）。如业绩证明文件（销售合同复印件（含相关技术附件））中未能完全体现上述要求的合同签署时间、货物名称、制造商名称、供货数量、使用环境（水下生产系统或海底管线项目）内容，则投标人应提供其他业绩证明文件：用户签字的用户证明文件、其他公开发行的证明材料。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署时间、货物名称、制造商名称、供货数量、使用环境（水下生产系统或海底管线项目）内容，均视为无效业绩。
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include : copies of sales contract (including technical appendix). The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: Signature time of Sales Contract, Name of Goods, Quantity, Usage circumstance（subsea production system projects or subsea pipeline projects）. If the documentary evidence (copies of sales contract (including technical appendix)) fails to fully reflect the above requirements：Signature time of Sales Contract, Name of Goods, Quantity, Usage circumstance（subsea production system projects or subsea pipeline projects）, the bidder shall provide other documentary evidence with: The user's signature documents signed by the user and other public issuance certification materials. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate signature time of Sales Contract, Name of Goods, Quantity, usage circumstance, technical requirements, the relevant reference will be deemed unvalid.
