normal style='text-indent:27.0pt;line-height:20.0pt;layout-grid-mode: char;text-autospace:none'>受中国水利水电第十二工程局 （以下简称“招标人”）委托，中国水利水电第十二工程局 设备物资部（以下简称“招标机构”）以公开招标方式采购一批中空锚杆，中国水利水电第十二工程局 建（个）高速公路TJ6标项目计划采购一批中空锚杆用于本项目的工程建设，并计划使用自有资金用于本次招标后所签订的合同的支付。

normal style='text-indent:27.0pt;line-height:20.0pt;layout-grid-mode: char;text-autospace:none'>建水（个旧）至元阳高速公路TJ6标（K53+250～K60+877.372）项目位于建水县坡头乡境内，依次经历下白显村、炭山村、他白依村3个自然村，全长7.627公里。工程主要工作内容包含大桥6座：下白显大桥、炭山1号大桥、炭山2号大桥、炭山3号大桥、炭山4号大桥和炭山5号大桥，桥梁单幅总长3043m；隧道五座：克勒1号隧道、克勒2号隧道、炭山隧道、大石洞隧道和陡岩村隧道，隧道单幅总长11804m（右线长5951米，左线长5853米），为双洞分离式隧道，衬砌后有效断面10.25m×5m。桥隧比达96.18%，其中隧道占比76.47%。全线采取高速公路技术标准，按照双向四车道建设，设计时速80km/h，路基宽度25.5m，路面结构主要采用沥青混凝土路面，隧道采用复合式路面。

normal style='text-indent:24.0pt;line-height:20.0pt'>说明：本次招标数量仅为估算量，最终结算量以实际供货并经验收合格的规格和数量为准,由于工程变更导致实际供应数量发生较大偏差时招标人不对投标人进行任何补偿。锚杆配件不计入本次投标总价。

normal style='text-indent:24.0pt;line-height:20.0pt'>5、质量要求：必须符合国家标准的要求，主要性能参数必须满足供方投标文件要求（所有标准都有可能被修订，均以最新版本为准），祥见招标文件第七章。

normal style='line-height:150%;vertical-align:baseline'>1、投标人必须满足的条件：投标人应具备承担本招标物资生产、供应能力。

normal style='line-height:150%'>1.1投标人为生产厂家的，应为依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本金200万元人民币及以上。具有有效期内的ISO9001质量体系认证证书。产品取得国家授权、许可的第三方产品检验检测机构出具的证书或检验的报告。

normal style='line-height:150%'>1.2投标人为代理商的，必须是依照中华人民共和国法律设立并在中华人民共和国境内登记注册的独立法人，企业注册资本金500万元人民币及以上，且其代理的生产厂商须满足1.1生产厂家资格条件的要求，并在投标文件中提交相关证明文件。

normal style='line-height:150%'>1.3投标人应具有类似工程供货业绩，在近三年内的中空锚杆供货合同不少于3个，且签订单项合同金额均在200万元以上（附合同扫描件）；应具有中空锚杆供应的专业人员和组织货源的能力和经验。

normal style='line-height:150%'>1.4投标人具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、破产状态。

normal style='line-height:150%'>2、本次招标不接受联合体投标。

normal style='line-height:20.0pt'>3、投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》禁止投标的情形。
