3、投标人资格要求

投标人应具备的资格或业绩：1)投标人必须是从事同类电子设备生产与销售2年以上（含2年）的独立生产厂商，或生产厂商正式直接授权针对该项目的唯一销售代理（代理商需提供相应的代理授权证明文件，包括英文原件复印件及相应的中文翻译件）。 2)所投场监雷达自动化系统从2009年至今应至少有2个已正式运行的现场实施项目实例的证明。（投标人需同时提供销售合同、用户使用证明、现场验收签字文件的复印件，销售合同必须以签订时间计算，销售合同、用户使用证明和现场验收签字文件均需能反映上述时间、数量及规格等要求）。 3）投标人名称应与招标代理机构的购标登记表上的名称一致。如不一致，投标文件中应附有投标权转让函，否则其投标文件将予以拒绝接受。 4）本项目不允许联合体投标。 5）所投场监雷达头必须获得有效的中华人民共和国无线电管理委员会针对该无线电设备的无线电发射设备型号核准证（需处于有效期内，若证书要求附加其他资料方为继续有效的，须按要求附加其他资料）； 6）所投场监自动化系统必须取得有效的民用航空空中交通通信导航监视设备使用许可证或有效的临时使用许可证,需提供相应复印件。 7）所投场监雷达头必须取得有效的民用航空空中交通通信导航监视设备使用许可证或有效的临时使用许可证,需提供相应复印件。

3.Qualification Requirements For Bidder

Qualifications or Performance：1) the bidder must be engaged in similar eleronic equipment produion and sales of more than 2 years (including 2 years) of independent manufaurers, or manufaurers direly authorized for the proje's only sales agent (agents need to provide the corresponding agent authorization documents , Including a copy of the original English and the corresponding Chinese translation). 2) The pilot radar system should hA/Ve at least two valid proofs of the on-site proje implementation case from 2009 to the present. (The bidder must also provide a sales contra, the user to use proof, on-site acceptance of a copy of the signature document, the sales contra must be signed time, sales contras, user use and on-site acceptance of signature documents are required to refle the above time, quantity and specifications And so on). 3) The name of the bidder shall be the same as the name on the registration form of the bid invitation agency.
