3、投标人资格要求
投标人应具备的资格或业绩：1）投标人名称应与招标代理机构的购标登记表上的名称一致，否则其投标文件将予以拒绝接受。 2）投标人所投标的空中交通管制自动化系统须具有中国民用航空局颁发的“民用航空空中交通通信导航监视设备使用许可证”（空中交通管制自动化系统（大型系统））。 3）本项目允许联合体投标；联合体牵头人提供的系统必须已获得中国民用航空局颁发的 “民用航空空中交通通信导航监视设备使用许可证”（空中交通管制自动化系统（大型系统））。联合体各方必须签订《共同投标协议书》，明确牵头人（含授权书），约定各方拟承担的责任、义务、工作范围和相应的工作估量。不允许分包。 4）投标人所投标的系统具有20个以上管制扇区的在运行单套自动化主用系统的实例（国内外），并提供相应的运行系统的使用方证明材料。若投标人为联合体的，联合体牵头人必须满足上述要求。 5）本次招标不接受代理商投标。

3.Qualification Requirements For Bidder
Qualifications or Performance：1) The name of the bidder shall be the same as the name on the bid form of the bid invitation agency. Otherwise, the bid document shall be rejeed. 2) The bidder's air traffic control automation system shall hA/Ve the "Civil A/Viation Air Traffic and NA/Vigation and NA/Vigation Monitoring Equipment Permit" (Air Traffic Control Automation System (Large Scale System)) issued by the Civil A/Viation Administration of China. 3) The proje allows the consortium to bid; the system provided by the consortium must hA/Ve obtained the Civil A/Viation Air Traffic and NA/Vigation and NA/Vigation Monitoring Equipment Permit (Air Traffic Control Automation System (Large System)) issued by the Civil A/Viation Administration of China.
