旋转作动器已具备招标条件，项目招标人为中国航发湖南动力机械研究所，资金为国拨，出资比例为100%，资金已落实。北京国科军友工程咨询有限公司（）受中国航发湖南动力机械研究所（招标人）的委托，现对该项目进行国际公开招标。

2.对投标人的资格要求

2.1投标人应提供有效的营业登记等许可经营的证明。

2.2投标人须是制造商或者是制造商在中国区域的合法代理商，并须具有原厂商针对本项目的投标授权书。

2.3制造商在2014年至今应具有投标产品/同类产品的制造销售业绩，提供业绩证明材料（合同复印件或中标通知书或用户证明）。

2.4投标人必须向购买招标文件并进行登记才具有投标资格。

2.5接受委托参与项目前期咨询和招标文件编制的法人或其他组织不得参加投标。

2.6本项目不接受联合体投标。

3.招标文件获取

3.1 凡有意参加投标者，请于2017年10月16日至2017年10月23日（法定公休日、法定节假日除外），每日上午09时至11时，下午02时至04时（北京时间，下同）购买招标文件。

3.2 招标文件售价：每包1000元人民币或150美元（招标文件售后不退）。

4.投标文件的递交

2. Qualification Requirements for Bidder

2.1 Bidders shall provide valid proof of business registration, etc.

2.2 The bidder shall be the manufaurer or the legal agent of the manufaurer in the China area and shall hA/Ve the original manufaurer's bid authorization for this proje.

2.3 the manufaurer shall hA/Ve the sales performance of the tender produs/similar produs and provide the performance certification materials (copy of the contra or the notice of the contra or the user's certificate).

2.4 the bidder must purchase the tender documents and make registration to the tendering institution for the qualification of tendering.

2.5 the legal person or other organization that has been entrusted to participate in pre-proje consultation and bidding documents shall not participate in the tender.

2.6 the proje does not accept bids from the consortium.

3. Acquisition of IFB (Invitation For Bids) documents
