1.4 技术要求：资格标准：
（1）制造商应具有制造同类产品的经验，有销售业绩。（投标书应附用户清单）。制造商在中国有代理或维修机构能对产品提供长期维修服务保障。
（2）一旦中标，投标人必须是与买方签订本项目外贸合同的签约方。如投标人不具备与买方签订外贸合同的能力，将废除其投标。（说明：如产品为进口产品且须签订进口合同，中标的投标人必须以自身名义与买方或买方商务代理签订外贸合同，且可以接收中国大陆关境内的公司所付出的外汇。）
主要技术要求：
软件支持时域有限积分和频域有限元算法，用于计算介质涂层隐身、FSS隐身、瞬态超宽带、复杂材料RCS和Unit Cell。
包含常规材料及其电属性、温度属性和力学属性，可设置求解时变、频变、温变、场变、非饱和磁化材料等。

Qualification requirements :
(1) The equipment manufaurers should hA/Ve manufauring experience and sales performance of the similar equipment. The user list shall be provided. There shall be agent or maintenance institution for maintenance service for long period.
(2)(2)The bidder must be the contraor that has signed with vendee the contra on foreign trade for this proje once the bid has been won. If the bidder is not qualified to sign with the vendee the contra on foreign trade, the accepted bid shall be abandoned. (Note: If the produs are imported ones and the import contra must be signed, the bid winner must sign the contra on foreign trade on his/her own name with the vendee or commercial representatives from the vendee and foreign exchanges paid by company registered within Chinese mainland should be acceptable.)
Main technical requirements:
Software supports time-domain finite integral and frequency domain finite element algorithm, which is used to calculate the media coating stealth, FSS stealth, transient ultra broadband, complex material RCS and Unit Cell.
Including conventional materials and their elerical properties, temperature properties and mechanical properties, they can be set up to solve time varying, frequency change, temperature change, field change and unsaturated magnetization materials.
