中航技国际经贸发展有限公司受中国航发北京航空材料研究院委托对下列产品及服务进行国际竞争性招标。现邀请合格投标人参加投标。

1.4 技术要求：资格标准：
(1)
a.投标厂商所投设备的制造商必须具有三年以上设计、制造、生产经验，具有两年以上的销售史，在中国国内有不少于5台的同类型设备(真空、高温气淬炉)已经投入正常使用，并提供合同或验收证明作为审查资料。投标厂商应在投标书中，提供在制造本次招标设备前所具备的相关经验方面的资料，并提供近年来类似设备在中国境内热处理行业中使用与售后服务的情况、数量，并附有至少包括3家航空或航天用户名单与联系方式。
b.投标厂商所投设备的制造商不能存在其类似设备在中国国内航空或航天领域出现严重的问题，以至于该设备无法正常验收与投入生产的记录（一经查实将予以废标）。
c.投标厂商所投设备的制造商在中国大陆境内已销售并已正常运行的同类型高温（最高温度为1600℃）的高压高流率真空气淬炉应不少于2台，应提供合同、技术协议或者验收证明等相关材料。
d.投标厂商所投设备的制造商应是世界热处理领域的国际著名公司，通过ISO9001系列企业质量体系认证。
e.投标厂商所投设备的制造商应具备完善的售后服务体系与备件的提供体系，在中国大陆境内设有真空炉生产厂、固定的办事处、维修处和备件库，有常设的售后服务工程师（提供相关证明文件，如提供虚假文件，一经查实将予以废标），能对设备的维修、备品的供给、技术咨询等提供长期、可信的服务。
f. 为确保投标厂商所投设备的制造商能对采购方真空炉提供长期有效的服务及零部件的供应，投标厂商所投设备的制造商应具备对真空炉中关键的非标准零部件（如：热区等）自行设计、生产、制造与组装的能力。
(2)一旦中标，投标人必须是与买方签订本项目外贸合同的签约方。如投标人不具备与买方签订外贸合同的能力，将废除其投标。（说明：如产品为进口产品且须签订进口合同，中标的投标人必须以自身名义与买方或买方商务代理签订外贸合同，且可以接收中国大陆关境内的公司所付出的外汇。）
主要技术要求：
1.有效工作区尺寸：≥600 mm× 600 mm× 900 mm(宽×高×长)
2.工作温度：600℃～1450℃
3.加热过程温度均匀性：≤±5 ℃（真空状态、分压状态）
4.工作真空度: ≤5 × 10-3 Pa（在1200℃保温时）。
5.最大气淬冷却压力不低于6bar
6.具备数据采集及输出功能

Qualification：
(1)a. The equipment manufaurer must hA/Ve three years’ experience of design and manufaion, two years history of sales. There are at least five sets same bidding equipment (vacuum and high temperature air quenching furnace) used in China. The Seller should provide the contras or acceptance for verifying. The bidder should provide relative experience about the bidding documents; and the using and after-sales information, quality about similar equipment in heat treatment industry of China. The bidding documents should obtain a name list which sate at least three User’s name and conta phone number in Aerospace
b. The equipment manufaurer should hA/Ve no failure record which cause unable to use about the similar equipment in Aerospace of China. (once verified, it will be abandoned)
c. the similar high temperature ( max. 1600℃), high pressure and high current rate vacuum gas quenching furnace which has sold and used in China should more than 2 sets. The relative evidentiary materials like contra, technical agreements or acceptance should be provided in the bidding documents.
d. The equipment manufaurer should be famous and has ISO9001 series enterprise quality system certification
e. The equipment manufaurer should hA/Ve thorough after-sale and spare parts systems. There are vacuum furnace manufauring plant, fixed office maintenance and spare parts warehouse, and standing after-sales service engineer in China who can provide long-term and credible service. (the relative documents should be provide in the bidding documents. If any fake documents provided and verified, it will be abandoned)
f. The equipment manufaurer should hA/Ve the ability of design, manufaure and assembly about Key non-standard parts in the furnace (like heat area etc.) for making sure the after-sale service and spare parts provided.
(2)The bidder must be the contraor that has signed with vendee the contra on foreign trade for this proje once the bid has been won. If the bidder is not qualified to sign with the vendee the contra on foreign trade, the accepted bid shall be abandoned. (Note: If the produs are imported ones and the import contra must be signed, the bid winner must sign the contra on foreign trade on his/her own name with the vendee or commercial representatives from the vendee and foreign exchanges paid by company registered within Chinese mainland should be acceptable.)
Main technical requirements:
1.Valid working size: ≥600 mm× 600 mm× 900 mm(W×H×L)
2.Working temperature: 600℃～1450℃
3.temperature uniformity during heating: ≤±5 ℃ (vacuum and partial pressure)
4.working vacuum≤5 × 10-3 Pa ( when heat preservation of 1200℃)
5.Max. gas quenching cooling pressure no less than 6bar
6.Data colleion and output funion should be equipped.
