中航技国际经贸发展有限公司受中国航发北京航空材料研究院委托对下列产品及服务进行国际竞争性招标。现邀请合格投标人参加投标。

1.4 技术要求：资格标准：
1)投标商需在国内有同类型设备在使用（列出至少5个近3年内的用户合同）。
*2)必须提供ISO 9001国际质量认证证书复印件;必须提供国家环保部门认可的安全辐射证书和环保豁免证书，不再需要用户办理射线类仪器使用许可证;必须提供由国家环保部门颁发的销售许可证并提供复印件; 必须提供由国家技术监督局认证的“中华人民共和国计量器具形式批准证书”并提供复印件；
*3)一旦中标，投标人必须是与买方签订本项目外贸合同的签约方。如投标人不具备与买方签订外贸合同的能力，将废除其投标。（说明：如产品为进口产品且须签订进口合同，中标的投标人必须以自身名义与买方或买方商务代理签订外贸合同，且可以接收中国大陆关境内的公司所付出的外汇。）

质量分辨率（10%峰谷）：3个固定分辨率，LR≥300，MR≥4000，HR≥10000；

Qualification requirements:
(1) The bidder shall hA/Ve the same type of equipment in use at home (list at least 5 user contras within 3 years).
*(2) must provide a copy of ISO 9001 certificate of international quality certification; Must provide the national environmental proteion department recognized certificate of safety radiance and environmental proteion exemption certificate, no longer need the user to handle the radiological instrument to use the license; The sales permit issued by the state environmental proteion department shall be provided and copies shall be provided. A copy of the certificate of approval of the metrological instrument of the People's Republic of China certified by the state technical supervision bureau shall be provided.
*(3)The bidder must be the contraor that has signed with vendee the contra on foreign trade for this proje once the bid has been won. If the bidder is not qualified to sign with the vendee the contra on foreign trade, the accepted bid shall be abandoned. (Note: If the produs are imported ones and the import contra must be signed, the bid winner must sign the contra on foreign trade on his/her own name with the vendee or commercial representatives from the vendee and foreign exchanges paid by company registered within Chinese mainland should be acceptable.)
