自动平行缝焊机已具备招标条件，项目招标人为中国电子科技集团公司第四十四研究所，资金为自筹，资金已落实。北京国科军友工程咨询有限公司（）受中国电子科技集团公司第四十四研究所（招标人）的委托，现对该项目进行国际公开招标采购。

1.2主要技术参数：

（1）平行缝焊机

1）视觉识别盖板贴放和检测/预焊接精度不低于:±0.002"

2）半自动平行缝焊机可实现预焊视觉拾取对位尺寸不小于：5mm×5mm～35mm×35mm，Z轴行程范围至少：0～35mm。手动平行缝焊机封装矩形范围至少：3mm×3mm ～ 200mm×200mm；圆形范围至少：Φ5mm～Φ150mm；可焊接盖板最大厚度为0.2mm；设备载物台尺寸150mm X 150mm。

3）封接焊缝应连续，无断点或打火现象，封焊痕迹一致。

4）焊接压力采用弹簧加压方式，焊接压力：0-2000g，焊接压力连续可调。

5）工作台旋转角度范围不小于：360度，旋转步径：≤0.1°。

（2）高密封手套箱系统

1）手套箱和过渡箱各一套氧气监控系统，监控测量范围为：0～1000ppm ；手套箱和过渡箱各一套水汽监控系统，监控测量范围： 0～500ppm；手套箱和过渡箱各一套氮气控制系统，压力控制范围：0-500Pa可调(相对一个大气压)，氧气和水汽以及压力要求在醒目位置显示，氧气、水汽、压力传感器采用知名进口品牌。手套箱的水、氧分析仪在手套箱的出口位置。在进气为99.999%的氮气情况下，手套箱和过渡箱的水汽含量不大于50PPM。

（3）真空烘箱和真空系统

1）配备三台真空烘箱，不锈钢真空腔室结构。每台真空烘箱内配置为7层加热板,每台内部尺寸不小于：380mm长X450mm宽X450mm高；方形烘箱，不少于六层放物品，层与层之间保持均匀距离, 热板之间的距离不小于30mm；中层加热板同时作为放物品平台；加热板可方便拆卸和更换；搁板承重不低于10Kg。

2）温控：烘箱单独测温；加热板分别控制加热和测温；有过温控制，加热温度不小于200度（加热板温度），热板表面温度均匀性优于±2℃；可编程控制抽真空、烘烤、充气。

3）每个烘箱各标配一个Edwards nXDS15i无油真空干泵，烘箱真空度：≤5 Pa，可充氮气置换内部气氛；充氮气抽真空时间和循环次数可任意编辑，抽速为15m3/h。

2.对投标人的资格要求

2.1投标人应为独立的法人机构，能够独立承担民事责任，具有有效的营业执照或有效的公司注册登记证明材料。

2.2投标人为代理商，需提供制造商出具的拟投标产品在本项目的授权证明，并明确承担一切售前、售后责任。

2.3投标人必须提供银行资信证明，以表明运行状况良好。

2.4投标人拟投标产品的投标机型或同系列主流型号在国内有用户。须提供设备采购合同（所供产品须为此次投标产品制造厂商出品）、验收合格证和用户单位联系人、电话，以上佐证材料均需加盖投标单位公章。

2.5本项目不接受联合体投标。

2.6投标人必须向购买招标文件并进行登记才具有投标资格。

3.招标文件获取

3.1 凡有意参加投标者，请于2017年11月29日至2017年12月6日（法定公休日、法定节假日除外），每日上午09时至11时，下午02时至04时（北京时间，下同）购买招标文件。

3.2 招标文件售价：每包1000元人民币或150美元（招标文件售后不退）。

3.3 购买招标文件地点：北京市海淀区中关村南大街31号8号楼二层。

4.投标文件的递交

4.1 投标文件递交的截止时间（投标截止时间，下同）为2017年12月21日09时30分，地点为重庆市南岸区南坪花园路14号综合楼会议室。

4.2 逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

5.开标

开标时间同投标文件递交截止时间，开标地点同投标文件递交地点。

2. Qualification Requirements for Bidder

2.1The manufaurer of a tenderer or agent is outside the territory of the People's Republic of China, and the produs are brand new produs. As agents for the domestic, need to hA/Ve the legal person status, and provide a valid proof of business registration and permission to operate the, you hA/Ve to get the manufaurer's authorized, provide the manufaurer authorization letter.

2.2 The model or the same series machines of the produ should be used by the domestic users. It should provide valid proof materials including but not limited to user conta (phone), contras, acceptance reports, etc. All the above mentioned materials shall be stamped with official seal of the bidder.

2.3The proje does not accept bids from the consortium.

2.4The bidder must purchase the tender documents from the procuratorial agency and register to be eligible for the bid.

2.5The legal person or other organization that has been entrusted to participate in the pre-proje consultation and bidding documents shall not participate in the tender.

3. Acquisition of IFB (Invitation For Bids) documents

3.1 For those who wish to participate in this bidding aivity, please purchase the IFB documents at 9:00 am to 11:00 am or 2:00 pm to 4:00 pm (Beijing Time, the same below) each business day from Sep. 5, 2017 to Sep. 11, 2017(except Statutory weekend and holidays).

4. Bid Submission
