3. 资质要求：
*①投标人具有效的营业执照、税务登记证或三证合一后的营业执照（如适用），并提供有效的证明文件；
②制造商具有完善的质量管理体系，并提供有效的质量管理体系认证证书（如ISO9001等）；
③投标人提供近三年经审计的审计报告；
*④境内投标人应无行贿犯罪记录，并提供由人民检察-院出具且在有效期内的“行贿犯罪档案查询结果告知函”作为证明材料。

4. 招标文件售价：每包每套1000元人民币或160美元，文件售后不退。（邮购须另加100元人民币或20美元）。任何未在中化国际招标有限责任公司领购招标文件的法人或其他组织均不得参加投标。

②The manufaurer has a perfe quality management system, and provides an effeive quality management system certification (such as ISO9001);
③The bidder should provide the audit report in the past three years;
