normal align=left style="text-align:left;line-height:18.75pt; background:white">惠州供电局变电管理二所2018年电缆通道维修施工，主要内容包括变电站防小动物设施进行常规检查维护，清理电缆沟，更换沟盖板，修补支架，检修防火封堵措施，防白蚁、防小动物措施，砌墙、防鼠挡板、防鼠泥和更换成镀锌电缆沟盖板等，开展施工质量检验及评定，参加验收，负责工程移交、资料归档至发包人等工作；承包人供应材料的采购、运输及保管，发包人供应材料的二次运输、现场保管，退运物资、多余物资运回发包人物流仓库；项目验收结算后1个月内将项目资料完整归档至发包人档案室。

   投诉书中应包含投诉人名称、联系人及联系方式、投诉对象、投诉事项的基本事实、相关请求及主张、有效线索和相关证明材料等信息。

    投诉书必须由其法定代表人或者授权代表签字并加盖单位公章；投诉由其他利害关系人提出的，还需出示投诉人与本次投标存在利害关系的证明文件，并附有效身份证明复印件。

各投标人或其他利害关系人对投标活动或投标文件存在异议的，可以将投诉书签字盖章后，连同其他附件资料以现场递交或邮寄的方式在规定时间内提出；采用邮寄方式提出的投诉，可以在规定时间内先以传真方式提出，但书面投诉书必须在传真发出的当天同时寄出。

1．对资格预审文件的内容有异议的，应在提交资格预审文件截止时间2天内提出；

2.对招标文件内容有异议的，应在投标截止时间10天内提出；

3．对开标有异议的，应在开标现场向监督人员提出；

4.对推荐中标结果有异议的，应在中标候选人公示期间提出。

1. 投诉人不是招标投标活动的参与者，或投标人以外的其他利害关系人未能提供与本次投标存在利害关系证明文件的；

2. 投诉事项不具体，且未提供有效线索，难以查证的；

3. 投诉书未具备投诉人真实姓名、签字和有效联系方式的；以法人名义投诉，投诉书未经法定代表人签字并加盖公章的；

4. 超过投诉时效的（以收到投诉书的日期为准；采用邮寄方式的，以邮戳日期为准）；

5. 已经作出处理决定，并且投诉人没有提出新的证据的；

6. 投诉事项已进入行政复议或诉讼程序的；

7. 涉及招标评标过程具体细节、其他投标人的商业秘密或其他投标人的投标文件具体内容但未能说明内容真实性和来源合法性的投诉。

normal style="text-indent:21.0pt">（六）、恶意行为的处罚

normal style="text-indent:21.0pt">经核查发现投诉人所提出的投诉存在诬告、故意扰乱招投标秩序等恶意行为，给招标人或他人造成损失的，将限制其1年内不得参加广东电网有限责任公司组织的招投标活动。
