投标人应具备的资格或业绩：1）投标人必须是从事同类电子设备生产与销售的独立厂商，或获得设备供应商针对本项目书面授权的唯一代理商。 2）投标人名称应与招标代理机构的购标登记表上的名称一致。如不一致，投标文件将予以拒绝接受。 3）所投产品必须获得有效的中华人民共和国无线电管理委员会针对该无线电设备的无线电发射设备型号核准证（需处于有效期内，若证书要求附加其他资料方为继续有效的，须按要求附加其他资料） 4）所投设备必须获得有效的《民用航空空中交通通信导航监视设备使用许可证》或临时许可证（投标人需提供证书的复印件以作证明，证书须处于有效期内，若证书要求附加其他资料方为继续有效的，须按要求附加其他资料）。 5）本项目不允许联合体投标。

3.Qualification Requirements For Bidder
Qualifications or Performance：1) The bidder must be an independent manufacturer engaged in the production and sale of similar electronic equipment, or the sole agent authorized by the equipment supplier for the project. 2) The name of the bidder should be the same as the name on the bidding registration form of the bidding agency. If there is any inconsistency, the bid documents will be rejected. 3) The product to be invested must obtain a valid radio transmission equipment type approval certificate for the radio equipment of the People's Republic of China Radio Management Committee (it must be within the validity period.
