1. 招标条件

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;layout-grid-mode:char'>本招标项目珠江三角洲水资源配置工程可行性研究报告已经中华人民共和国国家发展和改革委员会批准（发改农经〔2018〕1105号），项目初步设计报告经中华人民共和国水利部批准（水许可决〔2019〕11号）项目业主为广东粤海珠三角供水有限公司，建设资金来自中央、省级财政补助，项目公司资本金和项目贷款，出资比例为100%，项目法人为广东粤海珠三角供水有限公司，招标人为广东粤海珠三角供水有限公司（以下简称“招标人”）。项目已具备招标条件，现对该项目土建施工A2标、C1标和D2标进行公开招标。

2. 项目概况与招标范围

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;tab-stops:51.0pt;layout-grid-mode:char'>珠江三角洲水资源配置工程是国务院批准的《珠江流域综合规划（2012-2030年）》提出的重要水资源配置工程，也是国务院要求加快建设的全国172项节水供水重大水利工程之一。本工程是广东省历史上投资额最大的水利工程项目，以打造新时代生态智慧水利工程为目标。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;tab-stops:51.0pt;layout-grid-mode:char'>珠江三角洲水资源配置工程由一条输水主干线（鲤鱼洲取水口至高新沙水库、高新沙水库至沙溪高位水池、沙溪高位水池至罗田水库等3段组成）、深圳分干线（罗田水库至公明水库）、东莞分干线（罗田水库至松木山水库）和南沙支线(高新沙水库至黄阁水厂)组成，输水线路总长度113.2km。本工程从珠江三角洲网河区西部的西江水系向东引水至珠江三角洲东部，主要供水目标是广州市南沙区、深圳市和东莞市的缺水地区。实施该工程可有效解决受水区城市经济发展的缺水矛盾，改变广州市南沙区从北江下游沙湾水道取水及深圳市、东莞市从东江取水的单一供水格局，提高供水安全性和应急备用保障能力，适当改善东江下游河道枯水期生态环境流量，对维护广州市南沙区、深圳及东莞市供水安全和经济社会可持续发展具有重要作用。

normal style='text-indent:21.2pt;mso-char-indent-count:2.0;line-height:150%;tab-stops:51.0pt;layout-grid-mode:char'>珠江三角洲水资源配置工程土建施工A2标段为输水干线鲤鱼洲取水口至高新沙水库段的一部分。该标段起点为佛山市顺德区杏坛镇鲤鱼洲岛上的高位水池，线路向东北布置，穿过西江左岔河道（水域长度约650m）和大金山到达龙江镇南坑村LG02#工作井，然后向东北方向穿越顺德支流、广州南二环，至杏坛镇吉佑村的LG03#工作井。LG02#和LG03#工作井平面布置为圆形，为双线共用盾构工作井，外直径为35.9m，内直径为30.5m，井深分别为53.9m和67.4m。土建施工A2标主要工程内容包括：2座盾构工作井、外径6.0m的盾构隧洞及外径6.7m的交通隧洞。

normal style='text-indent:21.2pt;mso-char-indent-count:2.0;line-height:150%;tab-stops:51.0pt;layout-grid-mode:char'>珠江三角洲水资源配置工程C1标段为输水干线沙溪高位水池至罗田水库段的一部分。该标段起点为东莞市厚街镇沙溪水库南侧的1#主隧洞洞口，线路沿广深港客运专线北侧向东布置，穿过大岭山、莲花山后，沿颜屋路、杨朗路穿过颜屋村、杨屋村至SL02#工作井。其中，沙溪高位水池至罗田水库段的输水干线设计输水流量为55m³/s，采用重力自流的无压输水方式。输水隧洞（含盾构隧洞、TBM隧洞、钻爆隧洞）、线路上的倒虹吸、箱涵、工作井为1级建筑物，进场交通为专用道路，道路为四级公路，汽车荷载为公路-Ⅱ级。

normal style='text-indent:21.0pt;mso-char-indent-count:2.0;line-height:150%;tab-stops:51.0pt;layout-grid-mode:char'>钻爆法隧洞长6.96km（桩号SZ0+0~SZ6+954.141），隧洞内径为4.8m，底部设置宽2.5m的行车道，采用无粘结预应力混凝土内衬结构；盾构隧洞长3.21km（桩号SZ6+954.141~SZ10+162.179），为1D6000盾构隧洞，采用钢管内衬，内径DN4800。沿线设1座调压井（桩号SZ0+106）、2座工作井（SZ01#工作井桩号SZ6+954.141和SZ02#工作井桩号SZ10+162.179）。1条检修交通洞（桩号SZ3+958.785）。1条进场道路（罗田泵站进场道路）。2条检修道路：深圳分干线检修道路；检修排水井（即SZ01#工作井）检修道路（桩号SZ6+954.141）。

normal style='text-indent:21.3pt;line-height:150%;layout-grid-mode:char'>本标工程施工期的生产、生活区（包括施工生产生活区、弃渣场、堆料场、料场、道路等）及渣土场的环境保护和水土保持的有关工作，其主要工作范围和内容包括：施工、生活污水和废水处理、大气环境与声环境保护、固体废弃物处理、人群健康保护、水土保持、完工后的场地清理、土地与植被恢复等。

normal style='text-indent:21.2pt;mso-char-indent-count:2.02;line-height:150%;layout-grid-mode:char'>2)安全监测工程标承包人指定需监测的螺栓，本标段承包人应提前3个月给安全监测工程标承包人提供指定的直螺栓，安全监测工程标承包人会在1个月内将刻槽后的直螺栓归还本标段承包人，本标段承包人收到上述的直螺栓1个月内需加工完成提供安全监测工程标承包人工程所需的弯螺栓。已装有监测设备的螺栓安装工作由本标段承包人完成，并应根据安全监测工程标承包人提出相应的技术要求对螺栓进行安装，安全监测工程标承包人在螺栓需要安装时提供给本标段承包人。
