normal style='text-indent:21.0pt;line-height:150%;layout-grid-mode: char'>江苏瑞杰项目管理顾问有限公司（以下简称：招标代理机构）受连云港金辰实业有限公司（以下简称：招标人）的委托，就2020年基础劳动力(保安)支持项目进行国内公开招标，本招标项目资金来源为自筹，出资比例为全部，项目已具备招标条件。

normal style='text-indent:21.0pt;line-height:20.0pt'>以上所述的招标范围仅是概括性的，投标人应参阅招标文件中的其他部分，包括技术规格书、合同条款等去了解实际的招标范围。

normal style='text-indent:21.0pt;line-height:150%'>4.1投标人应为中华人民共和国境内注册的法人或其他组织，符合国家有关规定，具有独立承担民事责任的能力，有资格和能力完成本次招标的相关服务。投标人应具有独立订立合同的权利和履行合同的能力，具有履行合同所必要的资金、技术、采购、组织及管理能力；

normal style='text-indent:21.0pt;line-height:150%'>4.2投标人应具有有效的工商营业执照、保安服务许可证，如为差额纳税情况还须提供劳务派遣经营许可证；

normal style='text-indent:21.0pt;line-height:150%'>4.3本招标项目不接受联合体投标，法定代表人为同一人的两个及两个以上的法人、母公司、全资子公司及其控股公司，都不得在同一标段中同时投标。

normal style='text-indent:21.0pt;line-height:150%'>4.4符合中华人民共和国法律、法规规定的其他条件。

normal style='text-indent:21.0pt;line-height:20.0pt'>5.1 所有愿意参与投标的单位均应于从2019年12月24日至2019年12月30日（周六、周日和节假日除外）9:00-11:00或13:30-16:30（北京时间）联系招标代理机构江苏瑞杰项目管理顾问有限公司（连云港市海州区巨龙南路88号天顺国际花园2#楼3楼），并于支付每个招标文件包的不返还费用500元后获得招标文件。未购买本项目招标文件的，其投标将被拒绝。所有愿意参与投标的人员可在招标文件发售截至时间前完成中核集团电子采购网(http://ecp.cnnc.com.cn）的在线注册、在线报名工作，也可至代理机构现场购买招标文件或者将投标报名表发送至代理机构负责人邮箱（lin0186@yeah.net）并电话至代理机构确认。

normal style='text-indent:21.0pt;line-height:20.0pt'>5.2 潜在投标人应该通过电汇（须注明用途）向招标代理机构的银行账号（如下表所示）支付招标文件费用，或到招标代理机构的财务部门支付现金。只有招标代理机构财务部门确认收款后，投标人才能获得招标文件。获取招标文件前，投标人应先行提供本公司的企业法人营业执照、企业主要业绩及其它相应资质证明文件复印件（纸质或电子文件均可。投标报名资料查验不代表资格审查的最终通过或合格，投标人最终资格的确认以评标委员会组织的资格后审为准）。

normal style='text-indent:21.0pt;line-height:20.0pt'>6.1 投标文件递交的截止时间（投标截止时间，下同）为2020年 1 月 14 日 9 时 30分，地点为连云港市海州区巨龙南路88号天顺国际花园2#楼3楼（或听从现场安排） 。

normal style='text-indent:21.0pt;line-height:20.0pt'>6.2 逾期送达的或者未送达指定地点的投标文件，招标人拒绝接受。
