2. 项目概况

normal style='margin-left:21.2pt;line-height:150%'>服务期限：78周，实际开工时间以招标人书面通知为准。

3. 招标范围

normal style='margin-left:21.2pt;text-indent:24.0pt;line-height: 150%'>负责完成福清核电1-4号机组厂用电消弧线圈应用风险的研究工作，按照甲方提出的项目需求组织相关工作，包括但不限于理论风险研究、仿真建模及应用验证,同时根据研究结果制定具体变更改造方案等工作，具体工作内容及技术要求详见《福清核电厂消弧线圈应用风险研究项目外委技术规格书》。

4. 投标人资格要求

normal style='line-height:150%'>4.1 参加本次招标的投标人须具备以下资格条件：

1）投标人必须是在中华人民共和国境内依法（登记）注册的法人或者其他经济组织；

2）投标人应参与过发电厂中压厂用电系统中性点接地方式相关设计工作或发电厂中压厂用电系统相关仿真建模工作。

5. 招标文件的发售

normal style='text-indent:24.0pt;line-height:150%'>5.1招标文件售价：每套招标文件售价人民币1000元整，售后款项不予退还。（第一次已报名缴费的，本次无需再次付费）

normal style='text-indent:24.1pt;line-height:150%'>电子版招标文件将在中国核工业集团电子采购平台（https://ecp.cnnc.com.cn）进行发布。请投标人于招标文件发售截止时间前完成标书款支付以及在中国核工业集团电子采购平台（https://ecp.cnnc.com.cn）的在线注册与报名，同时在线提交标书款电汇底单、投标保密承诺函(格式见平台主页滚动栏)、统一社会信用代码或纳税人识别号（需几个文件压缩打包后再上传或连续扫描为一个PDF文件后上传），之后方可下载招标文件。

6. 投标文件的递交

8.保密要求

normal style='margin-left:24.45pt;text-indent:-.5pt;line-height: 150%'>投标方应对招标方直接或间接提供的与招标文件相关的所有文件、数据和其他资料进行保密，无论上述资料是在投标前、投标过程中或投标结束后取得，除非得到招标方的书面同意，不得向任何第三方披露。
