normal style='text-indent:24.0pt;line-height:150%'>2.3项目概况： 600MW示范快堆2号机组建设项目海域放射性本底调查，对本项目周围海域环境中天然和人工放射性核素活度浓度现状进行调查，获得该工程建设前海洋环境放射性本底的基础资料，为本项目海域使用论证相关工作提供数据支持。
normal style='text-indent:24.0pt;line-height:150%'>2.4招标范围：收集厂址附近海域相关资料和信息，对本项目液态流出物排放口周围50km范围内的海水、沉积物、海洋生物中天然和人工放射性核素活度浓度现状进行现场调查调查。

normal style='line-height:150%'> 电子版招标文件将在中核集团电子采购平台（https://ecp.cnnc.com.cn）和电力招标采购网（www.dlztb.com）进行同步发布。请投标人于招标文件发售截止时间前完成在中核集团电子采购平台的在线注册并交纳标书款，上传标书款汇款电子回单、营业执照及投标保密承诺函（文件格式见平台主页滚动栏）签字盖章文件的扫描件（以上文件需连续扫描为一个PDF文件后上传），点击项目报名。报名文件经招标代理机构审核通过后方可下载招标文件。

normal style='line-height:150%'>5. 投标人资格要求：
（1）在中华人民共和国境内拥有合法经营权力，具有独立的法人资格，符合国家有关规定，有资格和能力完成本招标项目的相关人员、设备、财务、技术能力。 （2）投标人应遵守中华人民共和国法律、法规以及相关行业的规定。normal style='text-indent:24.0pt;line-height:150%'>（3）投标人能够满足招标人的质量保证体系要求，能够根据其所承担的项目任务和责任制定和实施质量保证大纲，并对质量保证大纲的有效性、所提供的项目质量和服务负责。
normal style='text-indent:24.0pt;line-height:150%'>（4）本次招标要求投标人具备CMA资质和CNAS资质，且均在有效期内。
normal style='text-indent:24.0pt;line-height:150%'>（5）财务状况：投标人须有良好的银行信用和商业信誉，不得处于破产、停业、财产被接收或冻结等任何不利于合同目的实现的情形，财务状况良好。
normal style='text-indent:24.0pt;line-height:150%;layout-grid-mode: char'>（6）业绩情况：五年内承担过类似项目。
normal style='line-height:150%'>6. 未购买本项目招标文件的，其投标将被拒绝，有文件证明下列情形的除外：
normal style='text-indent:24.0pt;line-height:150%'>6.1作为投标人的办事处或分公司代为购买标书的；
normal style='text-indent:24.0pt;line-height:150%'>6.2 购买标书的厂家在投标截止前因兼并、重组上市等原因导致公司名称变化的。
normal style='line-height:150%'>7. 投标文件应按招标文件规定时间、地点提交。逾期送达的投标文件将被拒绝。
normal style='line-height:150%'>8. 本项目不接受联合体投标。
normal style='line-height:150%'>9. 保密及廉洁
normal style='text-indent:18.0pt;line-height:150%'>贵单位须遵守招标人的保密规定（见投标保密承诺函），并遵守相关廉洁协议。
