4.1具有独立订立合同和履行合同能力的中华人民共和国境内注册的企业法人或其他组织，符合国家有关规定，具有履行合同所必要的财务、技术、采购及组织能力，有资格和能力完成本招标相关服务。具有政府主管部门颁发的有效的企业营业执照（如营业执照不是三证合一的，还应具有政府主管部门颁发的有效的组织机构代码证和税务登记证）。投标人与签订合同法人必须为同一企业，名称保证一致，否则视为弃标。 4.2具备防水防腐保温工程专业承包二级及以上资质及模板脚手架专业承包资质。 4.3 其他要求详见技术规格书。 4.4本次招标不接受联合体投标。normal style='margin-top:18.0pt;margin-right:0cm;margin-bottom: 6.0pt;margin-left:0cm;line-height:150%;page-break-after:A/Void'>5. 招标文件的获取
5.1所有愿意参与投标的单位均应于从2019年12月31日至2020年1月6日（周六、周日和节假日除外）9:00-11:00或13:30-16:30（北京时间）支付每个招标文件包的不返还费用500元后获得招标文件。未购买本项目招标文件的，其投标将被拒绝。所有愿意参与投标的人员均应在招标文件发售截至时间前完成中核集团电子采购网(https://ecp.cnnc.com.cn）的免费在线注册、在线报名工作。 5.2潜在投标人应该通过电汇（须注明用途）向招标代理机构的银行账号（如下表所示）支付招标文件费用，或到招标代理机构的财务部门支付现金。只有招标代理机构财务部门确认收款后，投标人才能获得招标文件。| 开户名：中国原子能工业有限公司 | |
