normal style='line-height:20.0pt;mso-line-height-rule:exaly'>3.1 本次招标要求投标人（或其下属非独立法人机构）应同时具备交通运输主管部门核发的公路水运工程试验检测机构公路工程综合甲级资质证书及公路工程桥梁隧道工程专项资质证书，且具备省级及以上质量技术监督主管部门颁发的计量认证证书，持有工商行政管理部门核发的企业法人营业执照或国家事业单位登记管理部门核发的事业单位法人证书。

normal style='line-height:20.0pt;mso-line-height-rule:exaly'>3.3 与招标人存在利害关系可能影响招标公正性的法人，不得参加投标。单位负责人^①为同一人或者存在控股^②、管理关系^③的不同单位、或同一母公司^④多家子公司，不得参加同一标段投标或者未划分标段的同一投标，否则按否决其投标处理。

normal style='line-height:20.0pt;mso-line-height-rule:exaly;tab-stops:18.0pt'>4.1 凡有意参加投标者，请于2017年6月14 日至2017年6月20 日(法定公休日、法定节假日除外)，每日上午9：30时至11：30时，下午14：00时至16：00时(北京时间，下同)，在广州市天河区天润路333号广州公共资源交易中心（原广州建设工程交易中心）持：①企业法人营业执照副本原件、②企业资质证书副本原件、③经办人身份证原件、④加盖单位公章的上述资料复印件一套与单位介绍信原件装订成册并加具封面、⑤《广州建设工程投标报名申请表》两份购买招标文件。

4.2招标文件每套售价1000元（含工程量清单、图纸及投标报价系统软件数据盘），售后不退。

normal style='line-height:20.0pt;mso-line-height-rule:exaly'>5.2 投标文件递交的截止时间(投标截止时间，下同)为2017 年7月6 日10时00分，投标人应于当日09时35分至10时00分将投标文件递交至广州市天河区天润路333号广州公共资源交易中心。

在规定的报名时间内，报名并购买招标文件的潜在投标人不足3名时，招标人可在上述公告媒体（网站）发布延期公告及报名（如公告有资格条件内容的修改，须经主管部门同意），或重新组织招标。
